Smaller dip tanks shall be provided ~;rith suitable covers <br />or +;rith asbestos blankets ?~hich can be placed over the tanks. If dip tanks are protected <br />by an approved automatic fire extinguishing system. employing afire retardant chemical <br />or gas or grater spray the covers specified above may be omitted. <br />JAPANPdING AND ENAMELING <br />1016. Japanning and enameling drying ovens shall not be placed in contact with wood <br />floors or other combustible material. Heating of ovens shall be ~9ne by steam coils, <br />indirect hot air circulation through oven to outside, indirect hot oil circulating pipes, <br />indirect gas burners or electricity. Open flames•or fires shall not be in comrmznication <br />with the compartments urhere goods are being treated. <br />PART II <br />SALE AATD USE OF' DRY CLEAIv~ING LIQUIDS <br />"Dry Cleaning" shall be known as the art, act or process of cleaning or renovat- <br />ing Waring or other apparel, clothes and other fabrics or textiles, where inflammable <br />liquid is used, or cleaning of anything +;rith inflammable liquid. <br />"Inflammable Liquids" shall mean any liquid having a flash point Belo+rr lg7 <br />degrees Fahrenheit or s6 degrees centigrade closed cup tester. <br />110. Dry Cleaning Permits. <br />(e,~ No person'ahall perform any dry cleaning whether of a commercial or private <br />nature, using more than one gallon of dry cleaning liquid or non-flammable dry cleaning <br />liquid, without a permit therefor. <br />(b) No permit shall be granted for any dry c heaning operation employing dry <br />cleaning liquid except in a. plant ,conforming to the requirements hereinafter given. <br />CONSTRUCTIOr7 OF DRY GLF.ANID?G ROOMS. No dTy c1 owning, as herein defined shall <br />hereafter be done for hire within the City of Eugene exce~ot in a, separate building or <br />section thereof, cut off by a fire wall constructed of brick, stone, concrete or other <br />fire-resisting material, any opening in ?which shall be protected by +;~ire glass and metal <br />sash, standard fire doors, curtains or shutters. Such building or section shall be not <br />over one story and shall not exceed sixteen (16) feet in height and constructed of <br />masonry. There shall be no basement or open space beneath the floor. A7.1 doors shall <br />have raised sills at other openings abutting on adjacent property, a street, alley or <br />court of width less than thirty (30 ) feet, shall be, provided with wire glass and metal <br />sash and approved fire doors, curtains or shutters. Such building shall be well <br />ventilated at or near the floor level, and no lights shall be permitted vrithin such build- <br />ing or section except vapor-proof electric lights installed in accordance with the Nat- <br />ional Electric Code. <br />SHAFTING AND R40TORS. ATo motor, stove or spark-omitting device of any descript- <br />ion shall be permitted. in a roam for dry cleaning. All shafting necessary for the operat- <br />ion of machinery of any washing, drying or distilling room shall enter said room not less <br />than six feet above floor level. <br />STORAGE GF IIv'FLAI~~I~~IABLE LIQUIDS. Inflammable iiquids shall not be handled in <br />open containers and all inflammable liquids shall be pumped direct into all machines, <br />a.nd all machines shall be provided with a system of pipes whereby all inflammable liquids <br />can be drained direct into underground storage system. Inflammable fluids shall be re- <br />moved from washing machines, stills and extractors when machines are not in actual operat- <br />ion. irThen steam is available, there shall be a steam line not less than one (1) inch in <br />diameter providing for fire extinguishing purposes in the washing, drying and distilling <br />rooms +rrith suitable controlling valves arranged on outside of room. There shall also be <br />provided one approved fire extinguisher of not less than two and one-half gallor;s capacity <br />for each +;~ashing, drying and distilling room. <br />1111. Heating Equipment. <br />(a) Heating sha.Il be by steam or hot water only. Steam and hot +rater pipes <br />and radiators for heating and drying purposes shall be at least one inch from all <br />wood+~rork a.nd shall be protected by substantial metal screens arranged so as to prevent <br />combustible goods or materials from coming in contact with sucPy pipes and radiators. <br />(b) Boilers shall be located in a detached building or in a boiler room cut <br />off from the dry cleaning room by a fire wall constructed of brick, stone, concrete, or <br />other fire resisting material, vrith openings -protected by approved self closing fire <br />doors and h?Ying sills raised at least six inches above the dry cleaning room floor. <br />SMOKING PROHIBITED. Smoking is hereby prohibited in any washing, drying or <br />distilling roam, and notices to that effect shall be posted in conspicuous places. <br />
