The whole cost of the construction of said <br />sewer shall be borne by and shall be assessed to the lots, ps.rts of <br />lots and acreage property liable therefor, and benefitted by the <br />construction thereof in proportion to the benefits accruing to each lot, <br />part of lot, or acreage property as shall be ascertained and determined by <br />the Council. <br />Section 6. Upon the completion of the sewer, the Commlon Council <br />shall asoertnin the cost thereof and assess that portion thereof against <br />the lots, parts of lots or acreage property liable therefor or benefitted <br />thereby in accordance with the provisions of the Charter of the City of <br />Eugene, and when said costs are so assessed the same shall be entered in <br />the City Lien Docket, and be further enforced as provided by the 'City <br />Charter. <br />Section 7. Vdhereas, the improvement contemplated and pro- <br />vided for by this ordinance, is a necessary improvement and the district <br />of the city in which said sewer is to be constructed is in such a condition <br />that the construction of said sewer is essential to the health and safety <br />of the residents of said district, it is therefore declared that an <br />emergency exists and it is necessary for the immediate preservation of the <br />public peace, health and safety, that this ordinance take effect immediately <br />upon its pQ ssage by the Council and approval b~T the Mayor. <br />Passed by the Common Council <br />this 13th day of May, ig1~.6. <br />/s/ John Fields <br />City Recor er~ <br />Approved by the ~,4ayor this <br />1l~.th day of May, 19i~6 <br />~s/ Earl L.
