The16,500numberisalsogiven(as"dailytrafficvolume")inthe"ExecutiveSummary" <br />onPageiii.In a chartintheAppendix,theAverageDailytrafficvolume for 2012isgiven <br />as16,360. <br />Ithoughtthattheuseof a singlecounton a singledayinthemiddleofsummerwas <br />slipshod.And I wassurethattheyhadotherdatacollectedoverlongerperiodsandmore <br />places. It turnedoutthatitappearstohavebeen worsethanslipshod.InJanuaryofthis <br />year(2016),whilelookingforsomethingunrelated, I cameupon a mappublishedin <br />October2013bytheCityofEugene,PublicWorks - TransportationDivision.Thelabel <br />on that map said: “Counts Shown Represent Typical Weekday, 24 Hour Volume Counts”. It <br />addedthatthecountsweretaken from2006 - 2013.Sothatwasdataavailablein2013, <br />andsomeofitwouldhavebeenavailablebeforetheirplanningstarted.Thefigureof <br />16,500accords reasonablywellwiththe16,000givenonthemapforthesectionof <br />Willamettebetween27thand29th.Butthatwasnotthebusiestportionofthe24thto <br />32ndstretchofWillamette.Thebusiestsegmentwas from 24thto27th,wherethecount <br />onthemap isgiven as19,800.That’s20%higherthanthe16,500 figure,andisabout <br />24%higherthanthecomparableaverageof16,000givenonthemap. (I callthatfigure <br />comparablebecausetheybothcoverthesametimeframe;ifone figure wentup,perhaps <br />theotheronedidtoo.Asthe16,000onthemap islow,the19,800onthemapmayalsobe <br />low.)Sothestatementthat the“sectionofWillametteStreetbetween24th and32nd... <br />carriesapproximately16,500vehiclesperday”isnottrue.It’struethatbeyond29ththe <br />figure is,notsurprisingly,lower,butnorthof27ththefigureisnotablyhigher.Wouldn’t <br />thehighestvolumebetheonetouse? <br />Thesignificanceofthe“selective”andmisleadinguseof16,500cannotbefully <br />understoodwithoutknowingsomethingabout“roaddiets”(asthesereductionofmotor <br />vehiclelanesarewidelyknown).InNovember2014,theFederalHighway <br />Administrationpublished a “RoadDietInformationalGuide”.Theguidewasapparently <br />compiledfromAugust2011throughJuly2014,andinvolved a cooperativeeffortwith <br />varioustransportationdepartments(orauthorities)andwithinformationfrom a numberof <br />independentstudies. It isthemostbalancedpresentation I havefound. <br />In thatguide,theAverageDailyTraffic(ADT),i.e.,vehiclecount,isconsidered a “good <br />firstapproximation”ofwhetherortoconduct a feasibilitystudy.Differentareas use <br />differentADTsranging fromaround15,000to25,000.Theguidesuggests20,000 as a <br />goodfigure.Consideringthefactthattheycouldhavedone a feasibilitystudywhatever <br />thefigures(upto25,000 atleast),whydidtheychoosetocite a lowerfigurethanactually <br />existedforthe24thto32ndsegment? <br />Considerthat inPasadena, CA theADTfor a feasibilitystudyissetat15,000.InLansing <br /> <br />
