City Club forum seemed to think thatnotices inneighborhood association newsletters and the <br />Register Guard should have been enough. It was not. <br />Friendly Area Neighbors was heavily involved in the early planning, and there were <br />informational articles in the newsletter.But the geographic extent and density kept morphing <br />fromthe first article in 2010 to the present. That alone would cause confusion. And in an April <br />2012 Friendly Area Newsletter article by Patricia Taylor (then the planner in charge of South <br />Willamette), she answered this question: <br />“ <br />Decisionsabout a planforthedistrictwillultimatelybemadebytheCityCouncil.Nochangeswill <br />be madetotheplanfortheareawithout a publicprocessandnoticebeingsenttopeopleinthe <br />if <br />areaofproposedchanges.Forinstance,a zonechangewereproposed,allownersand <br />occupantsofpropertieswithin a legallyproscribeddistance(500feet) wouldbenotifiedbymail. <br />” <br />The emphasis on the “if” is mine.But it highlights that a potentialzoning change was <br />downplayed and not a done-deal at that time. <br />It seems that Southeast Neighbors, where my house is located, wasn’t involved at all until the <br />2014 summer picnic.How many residentsinand within 500 feet of the SW-SAZ attend this <br />picnic? My guess would be 4 at most. <br />The 2014 “public outreach” of the parklet at Arriving By Bike as an effective tool for contacting <br />the residents was a joke. I remember driving by and seeing what I thought was a sale at <br />Arriving By Bike. There was a blackboard with chalk writing that turnsout includedEugene <br />Planning.Therewere nocitylogosthat could be seen when driving by, so no way to know that <br />the citywas about to unleash a massiverezoning ofmyneighborhood. <br />So the firstreal notice thatanyone in the residential areas received was the notice of the Open <br />House prior to the Planning Commission hearing.
