<br /> <br /> <br />September 2, 2016 <br /> <br />To all interested parties: <br />South Willamette Neighbors, in response to the July 21, 2016, invitation from Mayor Kitty Piercy, hereby <br />submit this packet of documentation representing our communitys voice about changes that have been <br />proposed by the City of Eugene in the South Willamette area that would affect the character and current <br />livability of their neighborhoods and properties. <br />This packet includes a transcript of the discussion among community members at the August 16, 2016, <br />Conversation About Neighborhoods; the questions and comments collected prior to that event and <br />submitted to Terri Harding; Ms. Hardings written responses to those questions and comments; a copy <br />of the SWN Survey on Residents Awareness of the Proposed South Willamette Special Area Zone <br />responses gathered between August 12 and September 22, 2015; and the SWN petition to Eugene City <br />Council (conducted between October 2, 2015, and April 4, 2016) with over 600 signatures asking for the <br />suspension of the adoption process for the proposed SW-SAZ plan and to develop a refinement plan <br />to address land use and transportation policies that have broad community support as an appropriate <br />plan for future evolution of the established residential neighborhoods and business in the South <br />Willamette area. The petition further requested Council to direct that this community-based process <br />be guided by Statewide Planning Goal 1 and to ensure that the outcome of this process fully and <br />faithfully conforms to Envision Eugene Pillar #5: Protect, repair and enhance neighborhood livability. <br />Residents of the area as well as many from elsewhere in the City of Eugene have stated unequivocally <br />that the City must allow and encourage community engagement in decisions affecting their properties <br />and that legal requirements, specifically for a refinement plan, must be followed and be authorized by <br />the Eugene City Council before further planning steps are initiated. <br />South Willamette Neighbors further requests that this packet be entered into the public record as <br />testimony to be shared with Council and published on the Citys website prior to their next work <br />session on this council as promised by Mayor Piercy. <br />Thank you. <br /> <br /> <br /> <br />
