VI. Conclusion <br /> <br />It cannot be stated enough that the Eugene Police Department is a fundamentally <br />sound department. The majority of its personnel are dedicated to the cornmunity <br />they serve. However, as in every organization, there are people who undermine the <br />credibility of the department and its mission. <br /> <br />The mantra of the department should be "Out of crisis comes opportunity," for the <br />department has the opportunity to create the type of environment which can evoke <br />pride among its personnel and the community served. The recommendations and <br />advisories contained in this report offer an opportunity for the department to <br />manage its future, and prepare for future changes and crises for they will occur. <br /> <br />This process will take time, money, and a commitment on the part of everyone <br />involved inside and outside the police department. While some changes can be <br />made immediately, the public must be patient for the vast majority of changes <br />proposed. However, the EPD can lessen the angst perhaps felt by the community by <br />following though with a comprehensive information dissemination process. <br />Transparency was mentioned over and over again by those who participated in the <br />information gathering process. When people have access to timely and accurate <br />information, there is less of an opportunity for rumors and other less-than-factual <br />information to spread. <br /> <br />The Eugene Police Department is poised on the brink of a new era. It is up to them <br />to take the first step. It will be up to the members of the EPD to create a culture that <br />invokes trust on the part of the community.
