Department <br />personnel also acknowledge that they need and desire leadership which they feel <br />has been lacking from city and the top executives of the police department. <br />However, with the hiring of a new city manager and police chief, there is optimism <br />that change is on the horizon, and a new direction is inmdnent. City and department <br />leadership must lead and lead now. To adopt a wait-and-see position will send a <br />negative message to both the police department personnel and the city at large. <br /> <br />This report offers a series of recommendations and advisories to assist the City of <br />Eugene in strategically managing its future as it relates to the provision of police <br />services. Recommendations are presented in those cases where the ICMA-PERF <br />Review Team agree that enough information is available to determine that a <br />problem exists and steps need to be taken to correct ito Advisories are offered where <br />there is not enough information to specifically state that a problem exists, however, <br />there may be reasonable or valid perceptions among those interviewed that there is <br />a problem. An advisory, therefore, directs the city to conduct additional research <br />into the issue to determine whether or not the recommended change is warranted3 <br /> <br />The recommendations and advisories fall into three major categories: <br /> · Police-Community Relations <br /> <br /> · Governance <br /> <br /> · Police Management Procedures and Practices <br /> <br />~ The information gained throughout this process has been reviewed by the review team for consistency and <br />clarification as a whole~ In instances where conflicting reports or bits of information were found, atte~npts have <br />been made to verify the information though additional sonrces. However, since much of the information <br />involves personal perceptions, particularly that gained frmn the focus groups and interviews, fire report <br />indicates wherever possible whether the information is based on perception, opinion, or fact. <br /> <br /> 2 <br /> <br /> <br />
