Issue No. 4: Past (and some believe current) lack of direction by the city council, city <br />manager, and the police chief have created an environment where police personnel <br />believe that they have little or no support from the city or police leadership, and are <br />unsure of expectations. The review team provides specific recommendations that <br />will enhance the governance of the police department to provide the direction <br />needed by police department personnel. <br /> <br />Issue No. 5: Police line personnel believe that there are separate systems of justice <br />for them and the police leadership. Recommendations concerning the tightening of <br />the investigatory and disciplinary processes will lessen this perception to some <br />degree. <br /> <br />Issue No. 6: Lack of Eugene Police Department leadership and supervision <br />combined with flawed selection and IA processes created an environment where <br />Magafia and Lara could thrive and go undetected. Recommendations for <br />improvements in leadership, selection, and IA processes will improve the <br />organizational environment so that activities such as these will either be prevented <br />or at least not go unnoticed. <br /> <br />Issue No. 7: Some in the management ranks do not believe their skills are being <br />utilized or that they have the support of those in leadership above them. The review <br />team provides recommendations concerning improving the police organizational <br />environment which will better utilize the skills of personnel which will be <br />invaluable to police department executives. <br /> <br />Issue No. 8: Some police personnel believe they are receiving mixed messages about <br />the police department's relationship with the community from some in the EPD <br />leadership structure.
