Specific recommendations concerning community policing will <br />eliminate this perception. <br /> <br />Issue No. 9: Due to the Eugene Police Department's handling of certain incidents, <br />race has become one lens through which police-community relations are viewed. <br />Other lens include a SWAT mentality on the part of street officers, lack of access to <br />the police and follow-through, isolationism and separatism, and general distrust due <br />to Magafia and Lara.
