City communicates and hears from its citizens through strengthening <br />neighborhood organizations, newsletters, better web tools, and improved <br />hearings and council meetings" (2005 State of the City Address)o <br /> <br />Another possible mechanism is the development of a public information and <br />marketing officer for the city whose task is to ensure that timely and correct <br />information is disseminated through the various media available to the city, <br />e.g., the cable TV channel. This position would also work with the police <br />department to promote its activities and personnel. Rumor and innuendo <br />control would be a major task of this person, working with the neighborhood <br />and business associations to ensure that correct information is disseminated <br />throughout the community. <br /> <br />Such a position working together with the city manager and the police chief <br />can help ensure transparency by the city and the EPD. The review team, <br />through its interviews with city leadership and focus groups with residents <br />from across Eugene, heard a consistent demand for transparency in <br />operations. <br /> <br />Recommendation No. 3: Determine community expectations of the police <br />department and its role in the community, and develop policy that matches <br />those expectations. Fully implement community policing. <br /> <br />Discussion: Community policing must be tailored to the needs of the <br />community. However, part of this process is to ensure that the community <br />and the police have a common understanding about what community <br />policing is and, more importantly, what it is not. It is also incumbent upon <br />both the leadership of the city and the police department to be forthcoming <br />with what can and cannot be done.
