Together, the two documents serve a policy statement for the <br />city. <br /> <br /> Recommendation No. 6: The city council should develop an integrated multi- <br /> year strategic plan based on the vision and goals statement it established in <br /> May 2003. <br /> <br /> Discussion: During the focus groups and interviews, the review team heard <br /> that there was a lack of leadership on the part of the mayor and city council. <br /> Since these comments came after the electoral process, it can be assumed that <br /> past lack of performance has been an issue. The team also heard that some <br /> members of the city council believed that they lacked the power to direct or <br /> set policy for the police department. This suggests there may be a need for a <br /> more in-depth understanding of the roles of city council members and the <br /> city manager. If such a need does exist, the strategic planning process may be <br /> used to help address it. <br /> <br /> The strategic planning process should specifically include an assessment of <br /> Eugene's current policies on public safety (policing) and human rights, and <br /> deliver a set of prioritized policy goals for the police department.
