Recommendation No. 7: Develop a strategic plan for the EPD that is aligned <br /> with the city council's strategic plan. <br /> <br /> Recommendation No. 8: Involve the rank-and-file in the development of the <br /> EPD's strategic plan and related performance indicators as well as <br /> community residents and neighborhood groups° <br /> <br /> Discussion: Information provided by the city indicates that no strategic plan <br /> exists for the EPD. The police department is in the process of developing a <br /> plan for the upcoming budget cycle, however, a current plan does not exist. <br /> <br /> Strategic planning is critically important for managing the day-to-day <br /> operations of a department and responding to crises of any kind. A strategic <br /> plan establishes the department's priorities, and serves a reference and guide <br /> when the unexpected happens. To be truly effective, department leadership <br /> must consider from the outset how the plan will be used as well as how <br /> employees fit into it. The strategic plan should provide attainable goals and <br /> ways to meet these goals. It should also include performance measures by <br /> which progress can be assessed. Ultimately, a strategic plan should enable the <br /> agency to determine if it is moving in the right direction. <br /> <br />Policy and Managerial Leadership <br /> <br />As part of its policy leadership role, the city council established the Police <br />Commission. Its mission is "to recommend to the City Council, the City Manager, <br />the Police Department, and the people, the resources, preferred policing alternatives, <br />policies, and citizens' responsibilities needed to achieve a safe community...' The <br />review team considers the work of the Police Commission to be important, but its <br />scope is rather extraordinary, spanning across the city council, the city manager, the <br /> <br /> 25 <br /> <br /> <br />
