the Police Commission into an external review board or having it assume the <br /> responsibilities of such a board. <br /> <br /> If a separate external review board is established, the roles and <br /> responsibilities of the new board as well as the Police and Human Rights <br /> Commissions must be clearly defined to assure no blurring of roles and <br /> responsibilities. <br /> <br />Police Management Practices and Procedures <br /> <br />One of the primary responsibilities of management is to anticipate the future- to <br />decide what is to be done, how it may best be done, and what resources will be <br />needed to do it. The recruitment, selection, training, development (including <br />discipline), and retention of police officers are critical to any police department. A <br />police department is only as good as the aggregate of its membership, and in some <br />cases, only as strong as its weakest or least professional officers. The following <br />recommendations deal with these issues. <br /> <br />Workforce Allocation <br /> <br />In 2000, the EPD commissioned a report to assess the line officer staffing and <br />deployment needs for the department. Known informally as the Hobson Report, the <br />report established a baseline for determining an appropriate workforce allocation for <br />the department. <br /> <br /> Recommendation No. 10: Update the 2000 Hobson Report to assess current <br /> workload and capabilities. <br /> <br /> Discussion: No member of the review team has yet to meet with police <br /> department leadership who did not indicate that the department was <br /> <br /> 27 <br /> <br /> <br />
