While department personnel are responsible for the timely and <br />comprehensive conduct of investigations, the city is ultimately responsible. <br /> <br />Discussion: Police department investigators can certainly establish whether a <br />law has been broken or an administrative procedure ignored or violated. <br />Once done, through an investigation that reports the facts, those facts are <br />turned over to the supervisory chain that will adjudicate the case. <br />Appropriate discipline should not be the purview of those who conduct the <br />departmental investigation. <br /> <br />IA personnel should be well-trained in the rules, laws, and regulations that <br />affect disciplinary and criminal investigations. Relevant portions of personnel <br />rules and regulations should be reflected in the police department's general <br />orders and guidelines for IA unit.
