Council discussion: <br />Motion provides a way to move forward on planning for South Willamette with a reduced <br />scope. <br />Proposal will allow for plenty of community and staff input; will be led by residents. <br />Refinement plan process provides the kind of clarity needed to accomplish goals. <br />Important that process begins at the neighborhood level, within existing policy. <br />Community oversight will provide clarity. <br />Process should be led by neighborhood; proposal moves us in that direction. <br />Proposal for a refinement plan for South Willamette area doesn’t address larger issues. <br />Envision Eugene commitments and goals need to be taken to the neighborhood level. <br />Should be spending staff time and energy on implementing Envision Eugene across the City. <br />Need to be sure doesn’t have unintended consequences on other neighborhoods. <br />Every refinement plan the city has approved has been developed by residents and businesses. <br />This process incorporates many pillars of Envision Eugene. <br />Be inclusive in the process and who’s involved; limit the boundaries. <br />Councilors affected by this should be involved in development of the plan. <br />MINUTES – Eugene City Council October 10, 2016 Page 2 <br /> Work Session and Meeting <br /> <br />
