That each party bidding for said construe tion shall a ccompany his bid ~ri th a <br />certified check or cash in an amount equal t o five p.er cent of the amount of his bid, as ev- <br />idence of good faith, and said check, or the proceeds thereof, or said money shall be retained <br />bar the City until a written contract is finally made, and fully esecuted and the bond furnished <br />and' delivered, all to be done within ten days after the avrard of said contract. <br />Section 6. 11~HEREAS, the construction_,-eontemplated..iand -provided for by this Ordinance is <br />a nece::ssary construction. and the sewer systems to be improved is in such condition that its <br />immediate improvement is e esential to its safety, it is, therefore, declared that an emergency <br />exists and that it is necessar~r for the ir,.mediate preservation of the public peace, health <br />and safety; that tha_s ®rdinance take effect at one, and i t is ordered that this act shall <br />take effect immediately upon its p2:ssage by the Council by the Council and approval by the <br />~a,jor . <br />Passed by the Common Council <br />this 18th day of April, 199• <br />/s/ ~~enry F.
