All rooms must <br />be open and accessii~le at all times to inspection. <br />Section 6. It is hereby made unlawful for any person or persons to ~~ay cards, dice or <br />other games, or permit the same to be done in any pool rocm, enclosure, booth or behind any <br />screen or other obstruction, it being the purpose of this ordinance to require all ~ ame s <br />herein described to be played in such a manner that they may at all times be inspected anal <br />seen from all and any porti n of the pool room, card room or similar place. <br />Section 7. It shall be unlawful for any person, firm or corporation z,rit bin the City of <br />Eugene, to ~:eep open on the first day of the week, commonly called Sunday, any billiard room, <br />pool room, dance hall or any place vrhere any game of chance is played or any public place where <br />similar <br />any dame of cards is played f'or amusement or othertivise, or any public place of amusement. <br />Section 8. Any officor, manager, employed; or agent having control of any pool room, card <br />room, or similar resort izi the City of Euger_e, which shall be maintained or ;operated in vio- <br />lation of the provisiavs of this ordinance shall be deemed guilty of a violation of .the terms of <br />this ordinance and punishable as hereinafter provided. <br />Section 9. Any person violating any of the provisions of this ordinance shall be subject, <br />upon conviction in the ~4unicipal Cou rt, a fine of not exceeding two hundred dollars, and for <br />costs of prosecution. <br />Section 10. 1~~"tIEFrEAS, there are orl bane, at the present time, applications for the issuance <br />licenses for card rooms and billiard rooms, and ~~~~REAS, it is the belief of the Common Council <br />that further issuance of 1censes to card rooms and billiard rooms within the City of Eugene <br />without investigation would endanger the peace, health and safety of the City of Eugene, <br />IT IS THEREFORE DECLl,.RED that it is necessary for the immediate peace, health and safety <br />of the City ol^ Eugene that this ordinance take effect at ones, and an emergency is hereby declared <br />to e List, and it is ordered that this ordinance shall become ef~'ective upon its passage by the <br />Common Council and its approval by the Mayor. <br />Section 11.
