EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Action: Adoption of City Council 2004-06 Priority Issues <br /> <br />Meeting Date: March 7, 2005 Agenda Item Number: 9 <br />Department: City Manager's Office Staff Contact: Dennis Taylor <br />www. cl. euget~e, or. us Contact Telephone Number: 682-5336 <br /> <br />ISSUE STATEMENT <br />This is an affirmation of the City Council's priority issues as agreed upon at its strategic planning and <br />goal-setting retreat on February 25-26, 2005. <br /> <br />BACKGROUND <br />The City Council annually convenes in a retreat setting to discuss and decide upon its goals and/or <br />priority issues for the next 12-24 months. This year, the council met for two days with the City's <br />executive management team to deliberate issues currently facing the City, and then determine a set of <br />priorities that guides staff in its work. <br /> <br />Julia Novak, regional vice president of Management Partners, Inc., facilitated the two-day session held <br />at the Valley River Inn, in Eugene. Ms. Novak also facilitated the 2004 retreat that resulted in one goal <br />for 2004-05, which was to "facilitate the development of a hospital in Eugene's central core." <br /> <br />Following extensive deliberations and group exercises that narrowed priorities to which the majority of <br />councilors (at least six of the eight) agreed upon, eight priority issues were identified at this year's <br />retreat. They are as follows (these were not ranked): 1. Launch neighborhood initiatives; <br /> 2. Conclude the discussion on City Hall/police building; <br /> 3. Facilitate the development of a hospital in Eugene (reaffirmation of the council's 2004 goal as a <br /> priority); <br /> 4. Complete and consider the Police Department review and implement appropriate strategies; <br /> 5. Re-staff Fire Station#9; <br /> 6. Promote the arts and outdoors as a theme for Eugene; <br /> 7. Create a City Council position on racial issues; and <br /> 8. Develop a strategy to help the homeless in Eugene. <br /> <br />In addition, a subcommittee comprised of Mayor Piercy and councilors Bettman, Pryor, and Solomon <br />was formed to revise the current council vision and examine the council's six overarching goals (see <br />below), and offer suggestions for minor amendments to the full council within the next 2-4 months. <br /> <br /> L:\CMO\2005 Council Agendas\M050307\S0503079.doc <br /> <br /> <br />
