Additional information and clarification requested include:

?Examples of development types which would qualify for the proposed credits.

?Whether development would qualify for credits when simply meeting minimum requirements.

?Clarification of the relationship of proposed SDC credits to the City’s intended monitoring
and enforcement program for on-going requirements for private stormwater facility
maintenance.

?Adequacy to the SDC administrative fee to cover increased costs of determination of credit
eligibility.
Examples of development types which qualify for credits.

The proposed credits are structured to recognize impact reduction and provide incentives for
pollution reduction across three types of development. A development example is provided for each
qualifying development type.
1) Sites not subject to the development standards for stormwater pollution reduction but which treat
all or a portion (minimum 20%) of the impervious area of the development site may qualify. An
example is a commercial development constructing a small building with vehicular access, such as an
espresso stand. This development is adding less impervious area than the minimum threshold which
triggers development standards, e.g. 2,000 square feet, but chooses to construct a water quality
feature which conforms to the adopted design standards. Assuming development on a partially
developed existing lot with a total impervious area of 10,000 square feet at the site and construction
of an approved facility which treats runoff from at least 2,000 square feet for the site’s impervious
area (meeting the 20% minimum of the site), the development would qualify for a 10% reduction of
April 4, 2006 Memo page 1
