Therearenorecreationservicesdirectly(e.g.:atin-Cityorin-Districtfeerates)availabletonon-City <br />SantaClararesidents,asthereisnoneighborhoodparksandrecreationdistrictasintheRiverRoad <br />community(andLaneCountydoesnotproviderecreationservices).AllSantaClararesidentsmayuse <br />RiverRoadParksandRecreationDistrictfacilitiesandprogramsbypayingout-of-Districtfees.Santa <br />ClararesidentsrepresentupwardsofhalfoftheoverallpatronageofParksDistrictprograms.Non-City <br />SantaClararesidentscanalsouseCityrecreationfacilitiesandprogramsbypayingout-of-Cityfees. <br />TransitionandHeritageOptions <br />RiverRoad <br />Giventheapparentpopularitywithbothtax-andfeepayersoftheRiverRoadParksandRecreation <br />District,andlimitedCityrecreationprogramsdeliveredphysicallywithinthecommunity,theCityandthe <br />ParksDistrictmayconsiderfocusingonsolutionsthatperpetuatetheDistrictforaslongaspossible, <br />rathertheninnegotiatingforitsend.AviableRiverRoadParksandRecreationDistrictmayalsopresent <br />someopportunitiestoprovidemorecommunityrecreationservicesinSantaClara(seeoptionsbelow). <br />PleasenotethatsomeoftheoptionsdiscussedhereinforperpetuatingtheRiverRoadParksand <br />RecreationDistrictmayfacesignificantlegalandpracticallimitations.Putmostsimply,atthepointat <br />whichpropertiesintheDistrictarefullyincorporatedintotheCity,theDistrictwouldhavenopropertyleft <br />totaxtogenerateoperationalfunds.Evenifalternativefundingcouldbefound,underStatestatutes <br />(ORS222.510)thecontinuedoperationoftheDistrictwouldnotbepermitted.Anycontinuanceofthe <br />DistrictpastthepointofcompleteincorporationintotheCitywouldhavetoinvolvetheCitywithdrawing <br />fromprovidingrecreationservicestotheneighborhood(ortheCityasawhole),andcedingsuchservices <br />toanexpandedDistrictorsomeotherprovider(suchasWillamalaneParksandRecreation).Theseand <br />relatedissuesarediscussedlaterinthischapteroftheWhitePaper. <br />SantaClara <br />TheabovediscussionregardingtheRiverRoadParksandRecreationDistrictbegsthequestionofwhat <br />happensintheSantaClaracommunity,whichhasnocomparablecommunitygovernedrecreation <br />service.Atsomepointinthepast,anexpansionofRiverRoadParksandRecreationtoincludeSanta <br />Claramighthavebeenapotentialoption.Thepaceoflargetractincorporationandnewdevelopmentin <br />theSantaClaracommunity,andtheotherissuessurroundingthecontinuanceoftheDistrict,evenwithin <br />itscurrentserviceterritory,mayrenderexpansionasanideawhoseÒtimehaspassedÓ. <br />Alternatively,theRiverRoadParksandRecreationDistrictcouldeffectivelyexpandtoSantaClaraby <br />contractingwiththeCitytotakeoverCityrecreationservicesinthatcommunity.Issuesmitigatingagainst <br />thisisthefinancialabilityoftheRiverRoadParksandRecreationDistricttoundertakeanynecessary <br />capitalimprovements(orleaseofsuitablespace)inSantaClara,thepresentlylimitedscopeofCity <br />recreationprogramsdeliveredphysicallywithinthecommunity,andwhetherasufficientfundstransfer <br />couldbeobtainedfromtheCitysothatDistricttaxescollectedfromtheRiverRoadneighborhoodwere <br />not,ineffect,partlyÒtransferredÓtoSantaClaratosubsidizenewprogramsand/orfacilities.Finally,there <br />mightbesomereactiononthepartofRiverRoadresidentsoverÒtheirÓparksandrecreationdistrictÕs <br />attentionandfinancesbeingÒdivertedÓbySantaClaraexpansionobligations. <br />Importantnote:AlthoughtheoptionspresentedbelowareorganizedintoÒtransitionÓandÒheritageÓ <br />alternativesandalsofurthersortedbycommunity,thisisonlyforthepurposesofclarityanddescription. <br />Theremaybemanyreasonsfortwoormoreoptionstobeselectedandcombinedintoanoverallstrategy <br />forrecreationservicestotheRiverRoadandSantaClaracommunities. <br />TransitionOptions <br />Recreationservicetransitionoptionsarethosealternativesthatsupportcontinuedrecreationprograms <br />andservicesinoneorbothofthecommunities,butforwhichtheultimateoutcomeistheeventual <br />replacementofthelocallygovernedservicewithaCity-wideorregionaloption. <br />RiverRoad/SantaClaraCommunityTransitionProject29 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
