. <br />RecreationServices <br />CurrentSituation <br />RiverRoad <br />RecreationservicesintheRiverRoadcommunityareprovidedbythelongestablishedRiverRoadParks <br />andRecreationDistrictandbytheCityofEugene.TheDistrictoperatesEmeraldPark,includinga <br />communitycenter,indoorpool,fitnesscenter,andoutdoorrecreationalfacilities.TheDistrictoffersadult, <br />youthandfamilysportsandrecreationalprograms.TheDistrictalsooperatestwoothersitesoffering <br />recreationclassesÐTheAnnexatHillcrestandRiverRoad,andGymnasticsNWonPrairieRoad. <br />TheCitymakesanannual$100,000paymenttotheRiverRoadParksandRecreationDistrictallowingin- <br />CityresidentsofRiverRoadtouseDistrictfacilitiesandprogramsatin-Districtrates.Thispaymentis <br />fixedanddoesnotincreaseastheDistrictÕscostsincreaseorastaxrevenuesdeclinewithannexationsto <br />theCity.ThereisnoreciprocalagreementorpaymentpermittingRiverRoadnon-Cityresidentstouse <br />Cityfacilitiesatin-Cityrates.DistrictfacilitiesandprogramsarealsousedbySantaClaracommunity <br />residentswhopayout-of-Districtfees. <br />CityrecreationservicesareprovidedthroughEugeneÕsLibrary,RecreationandCulturalServices <br />Department.AwidevarietyofCityrecreationservicesareavailabletoRiverRoadresidentsatvenues <br />andsitesaroundEugene.Anafter-schoolrecreationprogramisadministeredbytheCityatKellyMiddle <br />SchoolinRiverRoad,fundedbyaProjectRisingExpectationsGrantinpartnershipwithEugeneDistrict <br />4-JPublicSchools.SpecificCityparksfacilitiesarediscussedinmoredetailundertheÒParks,Open <br />SpaceandNaturalAreasÓchapterofthisWhitePaper.EugeneÕsCity-ownedparksareoperatedand <br />maintainedbytheCityPublicWorksDepartment. <br />Presently,theRiverRoadParksandRecreationDistrictdevotesapproximatelythreetimestherateof <br />taxesper$1,000torecreationservicesthandoestheCity.Tobefair,however,economiesofscaleare <br />reflectedintheportionoftheCityÕstaxratethatisdevotedtorecreationservices,andnomulti-purpose <br />taxingentityisprobablyevergoingtoexceedthecommitmentofasingle-purposeagencyservinga <br />smallercommunity.Therefore,taxratesdevotedtorecreationarenotaveryusefulbarometerrelativeto <br />levelofservice. <br />In2004Ð2005therewerediscussionsbetweentheCityandtheRiverRoadParksandRecreation <br />DistrictaddressingthestageatwhichallornearlyalloftheRiverRoadcommunityisincorporatedand <br />thecircumstancesandtermsunderwhichtheDistrictmightÒsunsetÓasaspecialservicedistrict.Issues <br />suchastransferofDistrictstaff,continuationofbenefits,interimgovernance,andlikeconcernshave <br />beentheprimaryfocus.Thesediscussionsarecurrentlyonhold. <br />SantaClara <br />Nopubliclyownedand/oroperatedcommunityorrecreationcentersarelocatedintheSantaClara, <br />exceptfortheGymnasticsNWfacilityoperatedbytheRiverRoadParksandRecreationDistrict.City <br />recreationservicesareprovidedthroughEugeneÕsLibrary,RecreationandCulturalServicesDepartment. <br />AwidevarietyofCityrecreationservicesareavailabletoSantaClararesidentsatvenuesandsites <br />aroundEugene.TheCityadministersanafter-schoolrecreationprogramatMadisonMiddleSchoolin <br />SantaClara,fundedbyaspecialtaxlevythatexpiresinJune2007.Also,inpartnershipwithEugene <br />SchoolDistrict4J,theCityjointlydevelopedandadministerstheartificialsurfaceplayingfieldatNorth <br />EugeneHighSchool. <br />AllparkswithintheSantaClaracommunityareownedandoperatedbytheCity.LaneCountyoperates <br />tworiversideboatlaunchesthatareclose-bybutoutsideoftheformalcommunityboundaryandtheUGB. <br />PleaseseethechapterofthisWhitePaperentitledÒParks,OpenSpaceandNaturalAreasÓformore <br />discussion. <br />RiverRoad/SantaClaraCommunityTransitionProject28 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
