RRPRDcouldneveraffordtobuildtherecreationfacilitiesneededinSantaClara.RRPRD <br />wouldleasefacilitiesandworkwithschoolstoprovidespacesforrecreationservices. <br />RRPRDwouldnÕtseeacontractwithEugeneasanexpansionasmuchasawaytosustain <br />theDistrict.AcontractwithEugenewouldsustaintheircurrentSantaClaracustomerbase. <br />RRPRDdoesnÕtseehowconvertingtheDistricttoanon-profitwouldbeeffective(this <br />ideahadbeenpreviouslysuggestedbyEugeneÕsAssistantCityManager).Convertingtoa <br />non-governmentalorganization(NGO)wouldmeanthatRRPRDwouldlosetheirtaxbase <br />andtheEugenesupportpaymentstothenewNGOwouldalsobeproblematic(e.g.:no <br />longeragovernmenttogovernmenttransfer).PERHAPSconversiontoanNGOwould <br />workatthepointthattaxrevenuesandCitytransferpaymentsnolongeraresufficient,along <br />withprogramfees,tokeeptheDistrictoperating <br />EugeneÕstransferpaymentstoRRPRDareessentialbutneedtobeindexedto <br />inflation/costofserviceandtheshrinkageintheRRPRDtaxbaseasannexationprogresses. <br />Thecurrentformuladoesnotprovideforthis.RRPRDwouldalsoseekanadjustmentto <br />theformulaforcostsofformallyexpandingrecreationservicestoSantaClara(suchasnew <br />staff) <br />AcontractbetweenRRPRDandEugeneforrecreationservicesinSantaClarawould <br />ÒrespectÓexistingusagepatternsandrecognizetheproximityofthetwoneighborhoods.RR <br />PRDisnotjustÒopenÓtosuchacontract;theywouldPREFERsuchacontract. <br />(SCFire) <br />SantaClaraRuralFireProtectionDistrict <br />CommentsandObservationsbyFireChiefSkipSmith <br />SCFireagreeswithLaneFireÕsassessmentthatamergerofthetwofiredistrictswouldin <br />effectrequireincreasestaxesincreases,asmostSCFirepropertiesarelowertaxproducing <br />residentialpropertieswithhigherfireservicecosts.SCFiredoesnotconsideramerger <br />feasibleundersuchcircumstances. <br />EugeneÕsAssistantCityManagerhassuggestedaboundarychangewherebyallofLane <br />FireÕsserviceterritorywithintheSantaClaraneighborhoodboundaryistransferredtoSC <br />Fire.SCFirefeelsthismighthelpwithDistrictfinancesintheshort-termbutinthelong- <br />termtheproblemisthesameÐterritorywillcontinuetoannextoEugenetotheeventual <br />pointthatSCFirecannolongerfinanciallysustainitselfwithtaxrevenues. <br />SCFireisnowoperatingwithadeficitbudgetandbackfillingtaxrevenuesshortfallswith <br />reserves.SCFireonlyhasaÒfutureÓifannexationstopsANDtheCityagaincontractswith <br />Districtforfireservicetoin-Cityproperties. <br />SCFireneedstoknowwhatisgoingon(andsoon)withCityandneighborhoodplanssoas <br />tobeabletoplanforthefuture.SCFirewouldwelcomethedevelopmentofatime-certain <br />transitionagreementandassetstransferplanwithEugene,LaneFire,andtheSantaClara <br />District(waterdistrictisincludedanticipatingasimilarpass-throughcontractastheone <br />EugenehaswiththeRiverRoadWaterDistrictforprovidingCityfireprotectiontonon- <br />CitypropertiesinRiverRoad) <br />AsSCFireisnon-uniontherewouldbenoissues(astheremightbewithunionizedEugene <br />andLaneFire)withtransferringorchangingtheDistrictÕsvolunteerfirebrigade <br />ServiceProviderInterviewNotes3 <br />RR/SCHeritageFrameworkDecember2005/January2006 <br /> <br />
