(Meeting#1,December13,2005) <br />CityOfEugene <br />CommentsandObservationsbyJimCarlson,AssistantCityManager;KurtYeiter,Planning <br />Department;JohnnyMedlin,PublicWorks/Parks;LindaPhelps,Police;ConnieBennett, <br />Library;SteveNorris,NeighborhoodServices;MarkSchoening,PublicWorks;MattSchuler, <br />Fire <br />Thegroupwasverylukewarmtotheideaofanon-CityresidentseatontheCityCouncil <br />(oneoftheGovernancestrategiesincludedinthedraftRiverRoad/SantaClaraFramework <br />document).AsforappointmenttoCityboardsandcommissions,theCityalreadyallows <br />non-Cityresidentstoserveonthesegroups <br />TheAssistantCityManagerwasgenerallypositiveabouttheFramework,majorconcerns <br />werewiththenon-CityCouncilseatandresidentialinfillideas <br />GrouphadseriousconcernswiththenumberofideasandstrategiesintheFrameworkthat <br />provideforÒspecialÓoptionforRiverRoad/SantaClara.Concernwasthatsuchspecial <br />optionswouldhavetobeofferedtoallCityneighborhoods.Parityamongneighborhoods <br />wasconsideredtobeamajorissueandconstraint;probablyalltheneighborhoodsinEugene <br />needupdatingoftheirplansandhavesomespecialanduniqueneeds <br />SpecialprovisionsforRiverRoad/SantaClarawouldonlybe <br />viableasshort-termallowancesaspartofalong-termtransitiontocompleteannexation. <br />RRPRDdoesnÕtseemviableinthelong-term,nordoesSCFire.Issueslikethetransferof <br />thevolunteerfirebrigadetoCityservice,orcontractsforrecreationservices,wouldhaveto <br />beshort-termallowances. <br />TheFrameworkideasforgreen-frastructureandsurfacewatermanagementbeingintegrated <br />withparksandstreetsystemsmaybecomplicatedbythefactthatLaneCountyisnot <br />Ògreen-frastructurefriendlyÓ. <br />ThekindofcommunityorneighborhoodplantalkedaboutintheFrameworkcouldnotbea <br />formallanduseplan,perhapsanamalgamationofseveralCityplansandprogramtypes? <br />Discussioncenteredonwhenthetransitionplanningprocessshouldaddressannexationas <br />anendgoal,particularlyinthepublicprocess. <br />TheCityisdoingmanyofthethingsexpressedintheLandscapeportionoftheFramework. <br />PerhapsaresponsecouldbefortheCitytoÒcatalogÓanddocumenttheseinitiativesforthe <br />neighborhoods <br />(LaneFire) <br />LaneFireandRescue <br />CommentsandObservationsbyDaleBorland,DeputyFireChief <br />MergerwithSCFirewouldmeanincreasesintaxestosustaincurrentservicelevelsinthe <br />presentLaneFireserviceterritory.TheequationsimplydoesnotworkforLaneÕsproperty <br />taxpayers <br />TransferofLaneFireterritorywithintheSantaClaraneighborhoodboundarytoSCFire <br />wouldNOTbeaÒminorÓissueforLaneFire.52%oftheLanetaxbaseiswithinSanta <br />Clara.LaneFireconsidersthelargeindustrialcorridorwithintheUGBeastofSantaClaraas <br />thecoreofitsservicedeliveryarea. <br />VolunteersareanimportantpartoftheabilityofLaneFiretoprovidequalityandcost <br />effectivefireprotectionservicestothecommunity.Feelstransferofthevolunteerfire <br />brigadestoEugeneFirewouldbeÒstaunchlyÓopposedbytheunion <br />ServiceProviderInterviewNotes4 <br />RR/SCHeritageFrameworkDecember2005/January2006 <br /> <br />
