ProjectBackground <br />Moreover,undertheMetroPlan,RiverRoadandSantaClarahaveevolvedintoa <br />complexmosaicofresidencesandbusinesseswithafragmentedsystemofservices <br />forpolice,fire,water,parksandrecreation,andtransportation.Thisdisjointedsystem <br />hascreatedduplication,inefficiencies,andfrustrationforbothresidentsandservice <br />providers.Atthesametime,rapidgrowthoftheareaiscreatingnewdemandsfor <br />urbanservices. <br />InOctober2004,ECONorthwestpreparedaÒFiscalAnalysisofUrbanServicesin <br />RiverRoadandSantaClaraÓfortheCityofEugene.Thisreportprovidedfactsabout <br />serviceprovisioninthetwocommunitiesincludinglevelsandcostsofservices,aswell <br />aswhatresidentspayforthoseservicesinbothannexedandunannexedareas. <br />Initially,theprimaryobjectiveoftheTransitionProjectwastoestablishaplanfor <br />ProjectScope <br />orderlytransitionofservicestoanurbanlevelforunincorporatedpropertiesinRiver <br />RoadandSantaClara.Secondaryobjectivesweretoundertakestudiesandprograms <br />toimproveurbanservices,andtocreatebettercommunicationbetweenresidents, <br />communityorganizations,andserviceprovidersincludingspecialdistricts,theCityof <br />Eugene,andLaneCounty. <br />Amissionstatementprovideddirectionfortheprojectandworkplandevelopment. <br />TransitionPlanMission <br />ToestablishapartnershipwithresidentsofRiverRoadandSantaClara,City <br />andCountystaffandelectedofficials,andspecialdistrictserviceproviders, <br />forthepurposeofpreparingacomprehensiveTransitionPlan.ThePlanwill <br />enableasmoothandorderlytransitionofurbanservicesinwaysthat <br />preservecommunityandneighborhoodvalues,retainwherefeasible <br />communityinstitutions,andforgenewandcreativemethodsandpractices <br />forthemosteffectiveandefficientdeliveryofurbanservices. <br />Primarygoalsaretobuildstakeholdertrust,provideampleopportunitiesfor <br />residentstohaveavoiceinshapingtheirfuture,striveforinnovativeways <br />toensureequitabledeliveryofurbanservices,andcreateacollaborative <br />forumformappingthepreferredfuture. <br />PlanningbenchmarksarethemesandrecommendationsfromtheFinal <br />ReportandRecommendationsoftheRiverRoadandSantaClaraUrban <br />ServicesCommittees(September2002):Trust,Voice,Equity,and <br />Collaboration. <br />Afterconductinginterviewswithstakeholdersandbasedonseveralmeetingswiththe <br />TaskForce,itbecameapparentthattheanothersetofobjectiveswereconsidered <br />equallyimportantfortheproject: <br />TocreateavisionforthefutureofRiverRoadandSantaClara <br />Toexaminewaystopreserveexistingcharacter,qualitiesandvaluesthatmake <br />RiverRoadandSantaClarauniqueandlivable <br />ToamendtheÒ1986RiverRoad-SantaClaraUrbanFacilitiesPlanÓtoincludenew <br />visionandgoalstatements <br />PublicParticipation <br />GiventhecomplexenvironmentinRiverRoadandSantaClaraandlonghistoryof <br />distrusttowardtheCityofEugene,avarietyofopportunitieswereconsideredessential <br />toengageresidentsandcreateatransparentpublicprocess.Thecoreofthepublic <br />outreacheffortwastheNeighborhoodConversationproject.Implementationofthe <br />9 <br />RIVERROAD/SANTACLARA <br />TRANSITIONPROJECT <br />
