TransitionandHeritageWhitePaper <br />TTransitionandHeritageWhitePaper <br />TheCommunityTransitionandHeritageWhitePaperwasinitiallypreparedbythe <br />Purposeand <br />TransitionTeamÕsmunicipalgovernancespecialistduringthesummerof2005,and <br />refinedinearly2006.TheWhitePaperoutlined55potentialtransitionandheritage <br />Objectives <br />initiativesandoptionsforRiverRoadandSantaClara.ThepurposeoftheWhite <br />PaperwastostructureaprocessfortheTaskForce,theCityofEugene,localspecial <br />servicedistricts,andotherserviceproviderstoefficientlyaddresscomplexservice <br />deliveryissues,andtocreativelyconsidertransitionalternativesforthetwo <br />communitiesexperiencingrapidurbanization.(SeeAppendixFforthecomplete <br />TransitionandHeritageWhitePaper). <br />ThegoaloftheWhitePaperwastofindcommongroundbyidentifyinginitiativesthat <br />fosterandsupportarealsensethaturbanizationandeventualfutureannexationdo <br />notnecessarilymeananabsolutelossofheritage,control,andcommunity.Mostofthe <br />serviceoptionsoutlinedintheWhitePaperareÒannexationneutralÓÐtheycouldbe <br />viablestrategiesforthecommunityorlocalgovernmentsunderanycircumstances <br />includingthoseinfluencingthepaceofannexation. <br />Tofostercreativedialogueonurbanizationimpacts,andtoreachmutualagreementon <br />themosteffectivewaystoaccommodateneedsofserviceprovidersandtheRiver <br />RoadandSantaClaracommunities,transitionandheritageobjectiveswere <br />emphasized: <br />:topreserveand/orenhancetraditionalcommunitygovernance, <br />Heritage <br />FindingCommon <br />character,appearance,andhistoricinstitutionsasurbanizationand <br />Ground <br />annexationtakeplace <br />:toachieveasmoothandorderlytransitionofservices,exploring <br />Transition <br />creativemethodsandpracticesforthemosteffectiveandefficientdeliveryof <br />urbanserviceswithminimalimpactsonresidents <br />PriorannexationandurbanizationinRiverRoadandSantaClarahavebeendrivenby <br />Transition <br />factorssuchasthedemandforextendingurbanservicestonewdevelopments,utility <br />Issues <br />extensions,developmentofindividualexistinglots,propertyownerpreferences,City <br />growthmanagementpolicies,andneedsoflocalgovernmentsandserviceproviders. <br />Theresultisacheckerboardofgerrymanderedandsometimesisolatedincorporated <br />territory,oftenassmallasindividual5,000squarefootresidentiallots. <br />FortheCityofEugeneandotherserviceproviders,thissituationcanmakeservice <br />deliverydifficulttomanage,andraiseissuesofserviceandtaxequitybetweenin-City <br />andunincorporatedresidentsandpropertyowners.Mattersarefurthercomplicatedby <br />thenumberofserviceprovidersinthetwocommunities,sometimeswithoverlapping <br />and/orconfusingresponsibilities. <br />KeyTransition <br />Issues <br />Therangeoflandusesacrossthetwocommunitiesisalsodiverse,includinglarge <br />residentiallots,agriculturallandsandhomes,newersubdivisions,commercialcenters <br />andolderbusinessuses,agingandnewpublicinstitutions,publicparklands,river <br />floodplainandriparianareas,andanadjacentrailroadmaintenanceyard(outsidethe <br />studyareaboundary). <br />Annexationandurbanizationoftenbringnewandmorereliablewaterandsewer <br />services,pavedroads,improvedpublicsafetyservices,andnewcommunityfacilities <br />suchaslibrariesandparks.Nonetheless,urbanizingareascanalsospellchangein <br />RIVERROAD/SANTACLARA <br />16 <br />TRANSITIONPROJECT <br />
