TransitionandHeritageWhitePaper <br />theformofmorenoise,busierstreets,higherdensity,lossoftreesandvacantareas <br />valuedfortheiropenspace,demiseoflongstandinginstitutions,andÒforcedÓ <br />connectionstosewerandwaterlinesbasedonpublichealthconcerns.Forthose <br />alreadylivinginareasrecentlyannexedorwhereannexationiseminent,thesechangescan <br />quicklyÒsourÓwhateverpositivebenefitsannexationcanbring.Developmentmay <br />exacerbatefeelingsofanerosionoflivabilityandcommunityheritagethatmayhavecome <br />withpriorannexations. <br />AstheCityofEugene,otherserviceproviders,andtheRiverRoadandSantaClara <br />communitiescontemplatefutureincorporationofremainingterritoryintheUrbanGrowth <br />Boundary,thetransitionandheritageinitiativewasviewedasanoptimumwaytoassure <br />thatwhenandifthesecommunitiesjointheCity,thattheydosowiththeleastdislocation <br />anddiscontentpossible. <br />Publishedmaterialsincludingthe2002RiverRoad/SantaClaraUrbanServicesCommittee <br />ReportandtheECONorthwestFiscalAnalysiswerereviewedandfactualsummaries <br />preparedforselectedurbanservices.Serviceproviderswerethenaskedtoreviewthe <br />summariesforaccuracyandtoupdatethem.Theconsultingteamalsogleanedinformation <br />fromobservationsandconcernsoftheRR/SCTaskForce,andmonitoredothercommunity <br />forumswhereservicedeliveryquestionsandissueswerediscussedanddebated. <br />Structure, <br />Serviceoptionswereidentifiedfortheirpotentialtoaddressissuesandconcernsbasedon <br />theconsultingteamÕsexpertiseandexperience;byconsideringexistingservices,activities <br />Process,and <br />andprogramsofeachoftheserviceproviders;byresearchingandunderstanding <br />Outcomes <br />applicablesolutionsdevelopedinothercommunitiesinOregon;andbylisteningcarefullyto <br />concernsexpressedatRR/SCTaskForcemeetingsaswellasinotherpublicmeetings. <br />(SeeAppendixFforassumptionsandlimitationsoftheWhitePaper). <br />Fifty-fivepotentialoptionsemergedfromthisprocessspreadacrosstwelvedifferent <br />services,includingalistofadvantagesandchallengesformostoftheoptions,andseveral <br />withsectionsdescribingapproachestakenbyothercommunities. <br />Transition&HeritageWhitePaper <br />ServiceType <br />FireProtectionandEmergencyMedicalServices <br />RecreationServices <br />LibraryServices <br />LandUsePlanning <br />NeighborhoodGovernance <br />Streets <br />Parks,OpenSpace,NaturalAreas <br />SurfaceWaterManagement(Stormwater) <br />PublicSafety(PoliceProtection) <br />WaterSupplySanitarySewer <br />SoldWasteCollectionandRecycling <br />AlllocalserviceproviderswereprovidedanopportunitytoreviewdraftsoftheWhitePaper, <br />andtomakecommentsontheaccuracyandfeasibilityoftheoptionspresented.Thenext <br />stepwasfortheRR/SCTaskForcetoreviewtheoptionsandtomakechoicesthatwould <br />bestsupportcommunitytransitionandheritagepriorities(SeeTransitionandHeritage <br />FrameworkChapter). <br />AfterundertakingresearchfortheWhitePaperandidentifyinginitiativesandoptionsthat <br />Unifying <br />mayworkfortheCityofEugene,otherlocalserviceproviders,andthecommunitiesofRiver <br />Themes <br />RoadandSantaClara,sixcategoriesweresuggestedaspotentialÒunifyingthemesÓfor <br />additionalconsideration.Thesecategoriesweredescribedashavingpromisefororganizing <br />preferredoptionsthatcutacrossoneormoreserviceareas. <br />17 <br />RIVERROAD/SANTACLARA <br />TRANSITIONPROJECT <br />
