TransitionandHeritageFramework <br />TheTransitionandHeritageFramework <br />TheTransitionandHeritageFrameworkisthefoundationforguidingthefutureofthe <br />Purposeand <br />RiverRoadandSantaClaracommunities,basedonthestrategicplanningprocess <br />Process <br />managedbyDavidReed&Associatesandincollaborationwiththe12-member <br />RR/SCTaskForce,CityofEugenestaff,andotherserviceproviders. <br />TheFrameworkplanningprocessprovidedastructureforbetterunderstandingof <br />complexgovernanceandservicedeliveryissues,andforselectingandorganizinga <br />setofpossibleoptionseitheridentifiedorstimulatedbytheTransitionandHeritage <br />WhitePaper.Throughaseriesofiterativeexercises,theTaskForcedevelopedan <br />initialtemplateofpotentialthemes,strategies,andactions,andrefinedthemovera <br />nine-monthperiod. <br />Concurrentlythroughextensivepublicoutreachmeetingsincluding11neighborhood <br />workshops,communityprioritiesandsensibilitieswereintegratedintotheFramework <br />processthroughdeliberationsoftheTaskForce.Thisapproachresultedintesting, <br />validating,andrefiningtheFrameworkinordertoreflectthecommunityvisionand <br />goalsforthefuture.TheTaskForceconductedtwoseparateworksessionsto <br />generateideasforacommunityvisionandgoalstatements.TaskForcebrainstorming <br />andneighborhoodoutreachresultsshowedsignificantsimilarity. <br />Importantly,theFrameworkprovidedanefficientwayforlocalserviceprovidersto <br />engageintheprocess,toaddtheirinputtoTaskForceideas,andtodevelop <br />consensusorgeneralagreementonstrategicinitiativesbasedonfactorssuchas <br />feasibility,urgency,andimportancetothecommunityandtoserviceproviders.The <br />Frameworkwasdistributedtoallserviceprovidersincludingthespecialservice <br />districts,LaneCounty,andtheCityofEugene. <br />Toobtaindirectfeedbackandinvolvementofserviceproviders,theTransition <br />ManagerandtheTransitionTeamÕsmunicipalgovernancespecialistreviewedthe <br />DraftFrameworkwithstaffoftheRiverRoadParkandRecreationDistrict,theSanta <br />ClaraFireProtectionDistrict,LaneRuralFireandRescueDistrict,andCityofEugene <br />staffandexecutivemanagers.Citystaffprepareda20-pagereportrespondingtoall <br />proposedstrategiesandoptionsoutlinedintheDraftFramework,rejectingonlytwo <br />strategiesoutrightandexpressingwillingnesstofurtherexploreothers.(Seemeeting <br />notesinAppendixG). <br />TheTaskForceidentifiedthreeofthesixÒunifyingthemesÓdescribedintheWhite <br />Framework <br />PaperashavingthemostapplicabilitytoprioritiesforRiverRoadandSantaClara <br />Themes <br />residents: <br />sustainthevisualandfunctionalÒlookandfeelÓandrural <br />LandscapeÐ <br />heritageoftheRiverRoadandSantaClaracommunities <br />Ðsustainandinsomecasesexpandkeycommunityinstitutions <br />Institutions <br />Ðsustainandstrengthenthelongstandingtraditionoflocal <br />Governance <br />governmentandself-determination <br />RIVERROAD/SANTACLARA <br />19 <br />TRANSITIONPROJECT <br />
