LookingForward <br />LookingForward <br />Giventhehistoryofcommunityanxietyandcomplexityofserviceandurbanization <br />issuesintheRiverRoadandSantaClaracommunities,theTransitionProjectwas <br />Framework <br />managedasahighlystrategicandflexibleprocess.Evenwiththisapproach,the <br />Intent <br />projectwasparticularlydifficultandchallengingwiththepervasivelackoftrust <br />associatedwithmostaspectsofdealingwiththeinevitableshareddestiniesofthe <br />RiverRoad,SantaClara,andCityofEugenecommunities. <br />UponreachingagreementwiththeRiverRoadandSantaClaraTaskForceand <br />serviceprovidersonvision,goals,strategiesandactionsoutlinedintheRiver <br />Road/SantaClaraTransitionandHeritageFramework,theoriginalworkplancalledfor <br />administeringanopinionsurveyofresidentstovalidatemajorfeaturesofthe <br />document. <br />Dependingonresultsoftheopinionsurveyandfurtherrefinement,theFrameworkwas <br />thenintendedtobecomethebasisforaRiverRoad/SantaClaraTransitionPlan.The <br />nextphaseoftheprojectwasdesignedtofocusonidentifyingandprioritizingspecific <br />implementingactions,andpotentiallycreatingseparateactionplansforeach <br />community. <br />NeartheendofthesecondyearoftheTransitionProject,theRiverRoadandSanta <br />IntentofShiftin <br />ClaraCommunityOrganizationsproposedtoshiftthescopeoftheprojecttoa <br />Direction <br />Òneighborhood-ledapproachÓincludingÒrefinementandimplementationofthe <br />FrameworkTransitionPlan,ÓandÒtoachievemoreneighborhoodsupportfora <br />TransitionPlan,andmoreneighborhoodcontroloverthedetailsofimplementation.Ó <br />(ExcerptsfromtheApril25,2006memorandumtotheCityCouncilandBudget <br />Committee).Subsequently,DavidReed&Associatescompleteditsphaseofthe <br />projectandsubmittedthisFinalReport. <br />FromthevantageofDavidReed&AssociatesÕTransitionTeam,manyaspectsofthis <br />communityproposalhavemerit,especiallyemphasisonanexpandedroleforthetwo <br />communityorganizationsintransitionplanningthatisnotonlyconsistentwiththeCityÕs <br />NeighborhoodInitiative,butisalsoastrongunderpinningoftheTransitionand <br />HeritageFramework.Thisshiftinapproachcouldalsoprovideanopportunityfor <br />implementingearlierthananticipatedsomeoftheFrameworkÕshighprioritystrategies <br />andactions. <br />OutlinedherearepossibleÒnextstepsÓforRiverRoadandSantaClaracommunity <br />NextSteps <br />leaders,theCityofEugene,andotherserviceproviderstoconsiderinthetransition <br />processforFY2007. <br />CommunityPlanAmendment <br />TheFrameworkvisionstatementandgoalsreflectcurrentcorevaluesofRiverRoad <br />andSantaClararesidents,andthesecommunitysensibilitiescouldbeacknowledged <br />asformalamendmentstothe1986RR/SCUrbanFacilitiesPlan.Manyoftheallied <br />Frameworkstrategiesandactionsmightbeframedaspolicystatements,andin <br />conjunctionwithadditionalcommunityplanningoutcomes,theycouldbeconsideredas <br />eitherpotentialreplacementsand/oradditionstoexistingpoliciesintheUrban <br />FacilitiesPlan. <br />28 <br />RIVERROAD/SANTACLARA <br />TRANSITIONPROJECT <br />
