LookingForward <br />CommunityPlanningandOutreach <br />Onamacroscale,theFrameworkandpublicoutreachresultscanbeusedasa <br />springboardforpreparingdiscreteplansfortheRiverRoadandSantaClara <br />communities.Clearly,outcomesoftheneighborhoodconversationsindicatethatRiver <br />RoadandSantaClaraaretwoseparatecommunities,eachwithitsownpriorities. <br />Withoutplungingintoformalrefinementplanning,atargetedandfocusedprocess <br />couldengageresidentsbyaddressingkeyneighborhoodissuessuchasinfill,density, <br />anddevelopmentstandards. <br />Onaprogramlevel,thereareseveralstrategiesandactionsintheFrameworkthat <br />havespecialmeritforcontinuedpublicoutreachforbothCityandunincorporated <br />residents.Hereareseveralforconsideration. <br />Context-SensitiveStreetDesign <br />PreservingtheÒcountry-styleÓofpartlyimprovedandtree-linedstreetsisahighpriority <br />forsomeRiverRoadresidents,buttherearemanydesignandoperationalissuesthat <br />requireresolutionfortheCitytoimplement.WorkingwithCityengineers,planners,and <br />publicworksstaff,neighborhoodleaderscouldhelporganizepilotprojectstodevelop <br />modificationstotheCityÕsstreetimprovementstandards,emphasizingnatural <br />drainageratherthancurb,gutterandpipe;preservingexistingstreettreesand <br />retainingnarrowroads,andprovidinglimitedadditionalconnectivity. <br />StormwaterBasinPlan <br />WithaStormwaterBasinPlannearingcompletionforRiverRoadandSantaClara,and <br />thehighinterestofresidentsinsustainablestormwaterpracticesthatacknowledgethe <br />rich,pervioussoilsinthearea,thereisopportunitytojoinCitystaffinadvancingbest <br />practicesthroughpilotprojects,communityeducationandawareness,andproblem <br />solving. <br />Parks,Recreation,OpenSpace <br />AccessandconnectionstotheWillametteRiver,acommunityparkandrecreation <br />centerinSantaClara,andsustainingtheRiverRoadParkandRecreationDistrictare <br />highprioritiesoutlinedintheFramework.Thesecanbepointsofleveragetoinfuse <br />localresidentswithenthusiasmandcreativethinkingtoexploretheseideasand <br />developnewwaystosustainorimproveparks,recreationandopenspaceinthetwo <br />neighborhoods. <br />SpecialZoningDistrict <br />WorkwithCitystafftoexplorefeasibilityofaspecialzoningdistrictsimilartothe <br />ChambersMixedUseareafornon-subdividedlandsgenerallysouthofHoward <br />AvenueintheRiverRoadarea,whichcouldbedesignedtomaintainthecurrent <br />ÒneighborhoodcharacterÓaslimitedin-filldevelopmentisallowed,usingstrategiesand <br />actionsoftheFrameworkasdesignprinciples. <br />MixedUseCenters <br />WorkwithCitystafftoprovideampleopportunitiesforpublicinvolvementinplanning <br />MixedUseCentersinRiverRoadandSantaClara,usingstrategiesandactionsofthe <br />Frameworkasdesignprinciples. <br />HistoricPreservation <br />WorkwithCitystafftodeveloplanduseprotectionmeasuresforsignificanthistoric <br />propertiesidentifiedinÒEugeneÕsHistoricRiverRoadSurvey.ÓEncouragetheCityof <br />EugenetoseekfundingforahistorysurveyfortheSantaClaracommunity. <br />Urban/RuralInterface <br />WorkwithCitystafftodeterminewaystopreservetheurban/ruralinterfaceinthe <br />SantaClaraareaattheedgeoftheUrbanGrowthBoundary. <br />RIVERROAD/SANTACLARA <br />TRANSITIONPROJECT <br />29 <br />
