LookingForward <br />AddressingIssuesofTrust <br />Conductingalarge-scalepublicopinionsurveywouldnotonlyprovidecontextfor,and <br />potentiallyaffirmationof,theprioritiesandgoalsidentifiedbytheTaskForce,itwould <br />alsoprovideanopportunitytoidentifymajorissuesofconcernandwaystoaddress <br />themfromabroad,statisticallyvalid,sectorofRiverRoad/SantaClararesidents.In <br />turn,thissnapshotofcommunityprioritiesandconcernsmayprovidethemeansfor <br />tacklingthepervasivelackoftrustandunwillingnesstoworkinacollaborativecontext, <br />whichmustbeaddressedbeforesuccesscanmaterializeforanyfuturetransition <br />planningbetweenthetwocommunitiesandtheCityofEugene. <br />TransitionAgreementswithSpecialDistricts <br />Transition <br />TheFrameworkidentifiesboththeRiverRoadParkandRecreationDistrictandthe <br />SantaClaraFireProtectionDistrictasserviceprovidersthataremostlikelytobe <br />Implementation <br />negativelyimpactedbycontinuedurbanizationandnewdevelopmentinRiverRoad <br />andSantaClara,Adoptingnewintergovernmentalagreementsshouldbehigh <br />prioritiesfortheCityofEugeneandthetwospecialdistrictstocreativelyaddressmajor <br />issuesandexploreoptions,givepredictabilitytodistrictstaffandboards,andprovide <br />fororderlyandefficienttransitions.Tocompletethetransitionprocess,rationalsteps <br />shouldalsobedevelopedfordissolvingthetwolocalwaterdistricts. <br />AnnexationPlanandPolicies <br />Withoutanopinionsurvey,thereisnobasisforscientificallydetermininghowresidents <br />inRiverRoadandSantaClarapresentlyviewannexationasacommunityissue, <br />especiallyintermsofwhetherornottheFrameworkandsubsequentimplementation <br />ofacommunityvision,goals,strategiesandactionscouldbeseenasaÒquidproquoÓ <br />andgoodfaitheffortonthepartoftheCitytobecomeapartnerinthetransition <br />process. <br />Nevertheless,itnowappearstimelyfortheCityofEugenetoprepareanannexation <br />planandascheduleforboththeRiverRoadandSantaClaracommunities.Theplan <br />shouldexplorefeasibilityofspecialincentivesforresidentssuchastaxdefermentto <br />easetheirownÒtransition.ÓClearpoliciesshouldbevettedandadoptedintermsof <br />specificannexationstrategiesandpractices,includingstreetright-of-wayannexations. <br />TheissueofapublicvotehassurfacedmanytimesthroughouttheTransitionProject, <br />aswellastheCityÕsintentwithrespecttoislandscreatedbyincrementalannexation, <br />andtheseissuesshouldbeaddressed. <br />TheCityÕsdevelopmentofanannexationplancouldbeanintegralpartofacontinued <br />publicoutreachprocessmanagedbythecommunityorganizations,witheducationand <br />awarenessonMetroPlanpolicies,StatewidePlanningGoal14(Urbanization),and <br />statelawregardingannexationrequirements,responsibilitiesandobligations.Benefits <br />ofannexationcouldalsobeidentifiedandcommunicated,includingavoicefor <br />residentsthroughelectedCityofficials. <br />Settingprioritiesandidentifyingachievableprojectswillbethemostdifficultdecision <br />Setting <br />facingcommunityleadersastheydevelopaworkplantocontinuecommunityplanning <br />Priorities <br />inRiverRoadandSantaClara.Tobesuccessful,oneover-ridingconsiderationwillbe <br />importanttoevaluatewhenidentifyingprojects:thosethatcoordinatewithState <br />planningrequirementsandCityandMetroPlanpoliciesorprogramswillhaveahigher <br />levelofpotentialsuccessthanthosethatwouldrequiremodifications. <br />Finally,thesecriteriaservedtheFrameworkdecision-makingprocesswellandshould <br />alsobeconsideredinsettingpriorities: <br />Ðrealisticideas,thoseconsideredmostachievable <br />Feasibility <br />Ðopportunitiesforegoneifnotaddressedintheimmediatefuture <br />Urgency <br />Ðtothecommunityandtoserviceproviders <br />Importance <br />RIVERROAD/SANTACLARA <br />TRANSITIONPROJECT <br />30 <br />
