In terms of negotiations with the City regarding annexation and special district issues <br />, <br />all parties would benefit from an open process facilitated by a neutral third party skilled in <br />mediation. A successful negotiation will depend on clarity around bottom-line issues for all <br />participants. <br />Although future tasks will require focused time and energy, it is an opportunity for neighbor- <br />hood leaders to draw on the strong core of community identity in both River Road and Santa <br />Clara. Connections between City and unincorporated residents are healthy and continue to <br />grow with the outreach efforts of the two community organizations.
