StructureandProcess <br />Indevelopingtheoptions/actionsandassociatedadvantagesandchallengespresentedinthisWhite <br />Paper,the2002RiverRoad/SantaClaraUrbanServicesCommitteeReportwastheprimarystarting <br />point,alongwithothercityandregionalplansandpublications,indeterminingwhichserviceswere <br />mostimportanttothetwocommunities. <br />Writtenfactualbackgroundsummariesforselectedserviceswerepresentedtotheimpactedservice <br />provider(s)forreview.Theserviceproviderswerealsoaskedtoprovideinformationupdatingactivities <br />andprogramsthatperhapswerenotinplacewhenthepublishedmaterialsweredeveloped.The <br />consultingtransitionteam(ledbyDavidReedofDavidReedandAssociates,Springfield,Oregon)also <br />listenedcarefullytotheobservationsandconcernsoftheRiverRoad/SantaClaraTransitionTask <br />Force,andatmanyothercommunityforumswhereservicedeliveryquestionswerediscussedand <br />debated.Theseforumsincludeddirecttransitionprojectactivities,andothereventsrelatingto <br />communityissuesthatoccurredduringthecourseoftheproject. <br />Options/actionsweredevelopedbythinkingaboutpotentialsolutionstothecommunityissuesand <br />concernsbasedontheconsultingtransitionteamÕsexpertiseandexperience,byconsideringactivities <br />andprogramsalreadyunderwaybylocalspecialservicedistrictsandgeneralgovernments,by <br />researchingandunderstandingapplicablesolutionsdevelopedinothercommunitiesinOregon,andby <br />listeningcarefullytowhatwasbeingsaidatTransitionTaskForcemeetingsandinothercommunity <br />forumsandevents. <br />Theoutcomethethisapproachiswelloverfiftydifferentoptions/actionsspreadacrosstwelvedifferent <br />services,nearlyallwithassociatedandsummaries,andseveralwith <br />ÒAdvantagesÓÒChallengesÓ <br />sectionsentitledTheintentistointroduceasfullofanÒAto <br />ÒWhatAnotherCommunityHasDoneÓ. <br />ZÓsetofpotentialoptions/actionsaspossible.ThepointofthisWhitePaperwastopresent-butnot <br />selectÐideasthatmightbeusefultothetwocommunitiesandthecommunityserviceproviders.Even <br />ifanoption/actionhadsignificantpracticallimitations,usingorreflectingonanelementofaparticular <br />optionmightÒimproveÓanother.Bypresentingeventhosepotentialoptions/actionswithmajorpractical <br />limitationstoimplementation,thetwocommunities,theTaskForceandlocalserviceprovidersare <br />presentedwithgoodÒsideboardsÓwithinwhichtohoneinonthemostfeasibleandusefuloptions. <br />ServicesaddressedinthisWhitePaperinclude: <br />FireProtectionandEmergencyMedicalServices <br />RecreationServices <br />LibraryServices <br />LandUsePlanning <br />NeighborhoodGovernance <br />Streets <br />Parks,OpenSpaceandNaturalAreas <br />SurfaceWaterManagement(StormWater) <br />PublicSafety(PoliceProtection) <br />WaterSupply <br />SanitarySewer <br />SolidWasteCollectionandRecycling <br />Formostoftheaboveservices,anindividualWhitePaperchapterincludingaseparateevaluationand <br />setsofspecificoptions/actionshasbeenprepared.Eachchapteraddressingasingleserviceincludes <br />optionsclassifiedasÓTransitionÓand/orÒHeritageÓ.Forsomesuchservices,thelistedoptions/actions <br />havebeenfurtherclassifiedasapplyingexclusivelytoRiverRoadorSantaClara,andinsomecases <br />ÒMiscellaneousÓserviceoptionsareidentified.Specificcommunityoptionsaretypicallylistedwhereone <br />RiverRoad/SantaClaraCommunityTransitionProject4 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
