facilities,signage,andotherparkactivitynodesareotherwiselimited.Therearethreenamedparks <br />associatedwiththeGreenwayÐRasor,Jacobs,andWestbank-withparkingimprovements,restrooms, <br />andapicnicarea(atJacobs). <br />Inadditiontoactivesportsfieldsassociatedwithschools,therearethreemajorparksinRiverRoadÐ <br />EmeraldPark(operatedbytheRiverRoadParksandRecreationDistrict);the5-acreBramblewoodPark <br />operatedasaneighborhoodparkbytheCity;andtheCityÕsfuture20-acreWalnutGrovePark,aÒnatural <br />area"includingapondandstreamandwesternpondturtlehabitat.Inaddition,thereisthesmaller <br />RosettaPlacePark,a1.2acreneighborhoodpark.Cityparks(includingtheGreenway)aremaintained <br />andoperatedoutoftheParksandOpenSpaceDivisionoftheCityPublicWorksDepartment.Mapping <br />wouldindicatethatwithafewexceptions,mostnaturalstreamcorridors,openwater,andwetlandsinthe <br />RiverRoadcommunityhavebeensignificantlyalteredoreliminatedbypriordevelopment. <br />SantaClara <br />IncontrasttotheRiverRoadcommunityd,theeasternboundaryoftheSantaClaracommunitydoesnot <br />immediatelyabuttheWillametteRiverÐconsiderableacreageoflargerfarmandestatetractssitbetween <br />SantaClaraandtheriver.TheseinterveningtractsarealsooutsideoftheEugene/SpringfieldUGB. <br />Greenwaylandshavenotbeenacquiredinthisarea,andthereforenotrailsorGreenwaypublicfacilities <br />presentlyexist,althoughLaneCountydoesownandoperatetworiversidefacilitiesÐWhitelyLanding <br />andHillmanLanding. <br />TheSantaClaracommunitydoesnothavealocalparksandrecreationdistrictasisthecasewithRiver <br />Road.TheCitydoesownandoperateseveralparksintheSantaClaracommunity.Theseparksare <br />managedoutoftheParksandOpenSpaceDivisionoftheCityPublicWorksDepartment.Thelargest <br />andoldestisAwbreyParkwhichwasrecentlyrenovatedwith1998parksbondfunds.Thisparkincludes <br />neighborhoodparkfacilities,naturalareasandastreamcorridor(SpringCreek).The6-acreArrowhead <br />Parkisalsoslatedforamixedneighborhoodpark/naturaldevelopmentandincludesaportionofFlat <br />Creek.OtherCityparksinSantaClaraincludeTerraLinda,LoneOak,FilbertMeadows,Ferndaleand <br />Wendover.Mappingwouldindicatethat,withafewexceptions,mostnaturalstreamcorridors,open <br />water,andwetlandshavebeensignificantlyalteredoreliminatedbypriordevelopment. <br />TransitionandHeritageOptions <br />TheCitycouldprovideservicesthatwouldfacilitatetheurbantransitionoftheRiverRoadandSanta <br />ClaracommunitiesbyengaginginacquisitionsthatpreservelandsforarangeofopenspaceactivitiesÐ <br />significantnaturalareas,riveraccess,neighborhoodparks,andsportsfields.Eventhepreservationof <br />ordinarywoodlotsandfarmfieldscanprovideafeelingthatthecommunityissecuringsomeofitsrural <br />heritage.CommunitiescanbothgrowinpopulationANDsustainsignificantopenspaceresourcesby <br />identifyinganddesignatingawiderangeofremainingnaturalsystems,byadoptingpoliciesthatcallfor <br />suchlandstobepreservedeitherbygovernmentacquisitionorbyset-asidesinthedevelopment <br />process,andbydesigningcreativecompensationpoliciesforlandownersthroughSDCcredits,density <br />transfersandthelike.ThesystemcaninpartbecomeÒself-perpetuatingÓoncethedevelopment <br />communityexperiencestheaddedvalueaccruingtodevelopablelandsabuttingtheresourcelandsthey <br />haveÒbypassedÓordedicatedasanoutcomeofCityandcommunityheritagepolicies. <br />Animportantconsiderationinanyopenspacetransitionandheritagestrategiesisintegrationwithother <br />transitionandheritageoptions.InthecaseofthisÒParks,OpenSpaceandNaturalAreasÓsectionofthis <br />WhitePaper,asignificantopportunityexistsforintegrationwithsurfacewatermanagementplansand <br />programs.SurfacewatermasterplanningisunderwaybytheCityandLaneCounty,asisperiodicreview <br />oftheCityÕscomprehensiveplanincludingprotectionsforspecifiedstreamcorridorsforbothopenspace <br />andsurfacewaterqualityandquantitybenefits.Openspacepreservationgoalscanbestrengthenedby <br />consideringsurfacewaterbenefitsandviceversa.PleaseseetheseparateÒSurfaceWater <br />ManagementÓ,ÒStreetsÓandÒLandUsePlanningÓchaptersofthisWhitePaperforadditionaldiscussion. <br />RiverRoad/SantaClaraCommunityTransitionProject20 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
