Pleasenote:FortheParks,OpenSpaceandNaturalAreassectionofthisWhitePaper,transitionand <br />heritageoptionsarenotsortedbyspecificcommunity.Inaddition,someoptionsdiscussedunderthe <br />RecreationchapterofthisWhitePapermaybesuitableforjointimplementationwiththeParks,Open <br />SpaceandNaturalAreaoptionsdiscussedbelow. <br />TransitionOptions <br />Thetransitionoptionsidentifiedbelowarethosethat,whilerelevanttothecurrentRiverRoadandSanta <br />Clarasituations,couldbeappliedinanyareasintheCity,andthatdonÕtnecessarilyhaveadirectimpact <br />insustainingacommunityÕsruralÒlookandfeelÓ.Inaddition,asnotedaboveandundertheÒLandUse <br />PlanningÓandÒSurfaceWaterManagementÓchaptersofthisWhitePaper,priordevelopmenthasaltered <br />oreliminatedmostcontinuousstreamcorridorsinthesetwocommunities,andleftrelativelyfew <br />undevelopedtractsofanysortwithinthecurrentUGB.Thereforeoptionsforadditionalopenspace <br />preservationmaybelimited,atleastbeyondthosebeingidentifiedbycurrentCityparksplanning <br />processesandnegotiations. <br />Continuetoupgradeexistingparks <br />OptionNo.1:ParkandOpenSpaceUpgradesandAcquisitions- <br />andopenspaces,and/oracquirenewparksandopenspacesasdevelopmentprocessesandassociated <br />developmentdedications,credits,andSystemDevelopmentCharge(SDC)collectionsallow. <br />CityalreadyhasaprogramunderwayfundedbySDCÕsandparksbonds;builds <br />Advantages: <br />ontheresourcesalreadyestablishedinthecommunities;development <br />dedicationsrequirenoorlowoutofpocketcosts <br />Propertiesavailablethroughdevelopmentdedicationsmaynotnecessarilybe <br />Challenges: <br />thoseofmostÒvalueÓwithrespecttocommunityÒheritageÓorlongrangeCity <br />plans;inSantaClarasuchanapproachdoesnotaddressthepotentialforan <br />extensionoftheWillametteRiverGreenway,asthissectionisoutsidetheUGB, <br />andnotsubjecttoCitydevelopmentregulations. <br />TheCitycouldsetasidetheSDCfunds <br />Ð <br />OptionNo.2:DesignationofParksCapitalFunding <br />collectedinRiverRoadandSantaClara,anddedicatesaidfundsexclusivelytolocalcommunitypark <br />capitalprojectsandlandacquisitions. <br />AssureslocallygeneratedSDCparksfeesarespentlocally;potentiallyexpands <br />Advantages: <br />thecapacityoftheCity(andinthecaseofRiverRoad,theParksandRecreation <br />District)toservethesetwocommunities. <br />LevelofSDCÕsarecalculatedbasedonentireCityneed,andallocationtothe <br />Challenges: <br />communitiesmaybecontrarytooverallparkscapitalplans;Statestatutes <br />governingSDCcalculationsmaynotallowsuchasegregation;segregationof <br />parksfundinginthismannermaysetaprecedentthatotherCityareasmaywant <br />tofollow;aneighborhoodbyneighborhoodallocationofSDCÕsCity-widecould <br />actuallyreducefundingforSantaClaraandRiverRoad;increaseincapital <br />facilitiesmeansincreasingoperationalcostsforwhichtheremaynotbefunding <br />HeritageOptions <br />Asnotedabove,thecontinuedpresenceofevenfarmfieldsandordinarywoodlandscanplayan <br />importantroleinsustainingtheruralÒfeelÓofacommunity.HeritageoptionsinthecontextofthisWhite <br />PaperchapterarethosethatdirectlyaddresstheissueofpreservingtheruralÒlookandfeelÓoftheRiver <br />RoadandSantaClaracommunities.Heritageoptionsforopenspacecouldfocusonpreservingthe <br />remainingsegmentsofstreamcorridors,woodlands,wetlandsandothernaturalareasleftinthetwo <br />neighborhoods.Itisassumed,however,thatthereisnomeansbywhichtheCitycaneffectivelyfacilitate <br />orregulatethepreservationofremainingÒordinaryÓfarmlandsoutsidetheUrbanGrowthBoundary <br />(UGB)exceptbyfirstmakingchangestothatboundary. <br />.Suchanapproach <br />OptionNo1:EmphasizeParksAcquisitionoverParksDevelopmentÐ <br />focusesontheshrinkinginventoryofopenspacesandundevelopedlandsinthetwo <br />RiverRoad/SantaClaraCommunityTransitionProject21 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
