b. Relation of Other Resource Values to Timber Harvest Within UGB <br /> Issue: Policy is vague and should be reworded. Policy C.5 <br /> <br /> Staff Analysis: This is an existing policy adopted by the elected officials and <br /> acknowledged by the Land Conservation and Development Commission that <br /> places the value of timber harvest within the UGB lower than other natural <br /> resource values. <br /> <br /> Recommendation: No change. <br /> <br /> c. Limitation on Regulation of Forest Lands <br /> Issue: Policy C.6 cannot establish levels of importance of uses proposed on <br /> commercial forest lands. Policy C.6 <br /> <br /> Staff Analysis: This policy is not establishing levels of importance of uses <br /> proposed on commercial forest lands. This policy establishes that the Oregon <br /> Forest Practices Act controls commercial forest uses. The policy states that if the <br /> Metro Plan establishes a greater importance for uses other than commercial forest <br /> uses, Lane County shall protect the other values by applying appropriate <br /> implementation measures, such as a Plan amendment and zone change to remove <br /> the land from a forest designation. <br /> <br /> Recommendation: No change. <br /> <br /> d. Existing Forest Policy 17. Language Protecting Forest Land Outside UGB <br /> Issue: The language regarding the values of forest land shall not be destroyed or <br /> deteriorated by nonforest uses should not be eliminated. <br /> <br /> Staff Analysis: When looked at in the combined context of Finding 5, the <br /> direction for treatment of other values on forest lands in Policy C.6., the <br /> conservation emphasis of Policy C.7.(a) and the Forest Practices Act limitations <br /> of Policy C.7.(d) staff and the joint planning commissions feel existing Forest <br /> Policy 17 is redundant. <br /> <br /> Recommendation: No change. <br /> <br />5. Statewide Planning Goal 5: Natural Resources <br /> <br /> a. Purpose of the Goal 5 Rule <br /> Issue: The Goal 5 Rule does not require an inventory and evaluation of Goal 5 <br /> resources. <br /> <br /> Staff Analysis: The Goal 5 Rule spells out the "how to" of complying with Goal <br /> 5.
