Councilor Bettman thanked Mr. Hale. She said it was time to “at least clarify” some of the jurisdictional <br />issues regarding EWEB and the City of Eugene. <br /> <br />Councilor Bettman said the memorandum in response to concerns raised by the Jefferson/Westside <br />Neighbors was “not very illuminating.” She related that she was doing additional research on the issue. <br />She commented that it was counter to opportunity siting and likened it to trying to implement something <br />with one hand while undoing it with the other hand. She requested a list of options she could pursue, with <br />agreement from her colleagues, in order to take emergency steps to preserve the neighborhood and address <br />what had transpired without, she alleged, anyone’s knowledge. <br /> <br />Councilor Taylor called the testimony in the Public Forum “inspiring.” She related that she had also asked <br />if there was anything the council could do to reverse the situation in the Jefferson/Westside area. She <br />asserted that the item had “slipped through, hidden in a so-called housekeeping” item on the Consent <br />Calendar. <br /> <br />Councilor Taylor also liked Mr. Hale’s questions. <br /> <br />Councilor Taylor asked why the City did not have hydrologists and geologists on staff who worked for the <br />citizens. She opined that sometimes City staff was working just for developers. <br /> <br />Councilor Taylor found the idea of creating a museum in EWEB’s steam facility after its future closure <br />“fascinating.” <br /> <br /> <br />2.
