<br /> <br />Monitoring and Evaluation <br /> <br />To ensure that the City-wide application of the Sustainable Buildings Policy is implemented in the most <br />effective way, the application of the policy needs to be monitored, and the performance of the various <br />City programs with building activities periodically evaluated and reported to the Environmental Policy <br />Team. The evaluation and reporting team would also recommend the form and frequency of reports to <br />the Environmental Policy Team. A report on the City’s sustainable building performance for new <br />construction and existing buildings will be provided to the City Council annually. <br /> <br />A cross-department team, coordinated by the Facility Management Division, would be charged with <br />developing an evaluation tool and a reporting process. The members of the team would represent all parts <br />of the organization that are responsible for implementing the sustainable building policy. The team would <br />be charged with developing a report on new construction and renovation projects that identifies the <br />number and value of certified, non-certified and exempt projects, and the level of performance of certified <br />and non-certified projects. <br /> <br />In terms of the City’s existing building inventory, the primary goal of the sustainable building policy is <br />the overall improvement of the performance of buildings, and secondarily the certification of individual <br />buildings where practicable. The evaluation and reporting team would be charged with developing a tool <br />to evaluate the current status of the City’s buildings in relation to the LEED-EB prerequisites and criteria. <br />This evaluation would provide an inventory-wide baseline that would assist City departments in deter- <br />mining what LEED criteria any specific building meets or needs improvement, which improvements may <br />have the most potential for environmental and economic returns, and the economic and practical feasibil- <br />ity of certification in the future. This baseline data can then be used both to develop long-range improve- <br />ment programs and to serve as a tool to measure the ongoing improvement in the performance of existing <br />City buildings. <br /> <br /> <br /> 6 <br />
