<br />The Metropolitan Area General Plan, as amended by Ordinance No. 20159 on July 12, 1999, <br />includes a summary analysis of the supply and demand for residential lands within the Eugene- <br />Springfield Urban Growth Boundary. According to the summary table ("Supply and Demand <br />Analysis in Acres"), there were 5,802 acres of vacant, buildable residential land in the Metro area <br />in 1999. The twenty-year demand projection for vacant, buildable residential land was between <br />3,968 and 5,040 acres. <br /> <br />Wetland designation changes to protection or restoration as a part of these amendments would, in <br />effect, decrease the available inventory of residential land by 31.1 acres (see Tables 7 and 8). <br />This represents a reduction in the overall supply of inventoried residential lands by 0.5%, leaving <br />5,771 acres of inventoried residential land. This represents a supply of 731 acres beyond the <br />maximum projected twenty-year demand for 5,040 acres. Given the remaining supply of <br />available residential land, and given the minor impact associated with these amendments to the <br />overall supply, these amendments are consistent with Statewide Planning Goal 10. <br /> <br />Of the wetlands on residential lands that are designated for Protection or Restoration, 22 acres <br />are in public ownership, and are being managed for wetland conservation. Even though these <br />acres are included in Tables 7 and 8, they were previously removed from the supply of buildable <br />lands by public acquisition.
