<br />this ordinance, these designations would bring the total reduction in buildable residential land <br />from all three ordinances to 53.1 acres. This would leave 5,717.9 acres of buildable residential <br />land, which represents a supply that is 678 acres more than the maximum projected twenty-year <br />demand for 5,040 acres of residential land. Therefore, no matter how much wetland on the HG <br />and H2 sites is designated for Protection or Restoration, after all of the amendments are adopted, <br />there will be sufficient buildable residential land remaining to meet the projected 20-year <br />demand. <br /> <br />Conclusions <br /> <br />The above findings show that these amendments to the West Eugene Wetlands Plan are <br />consistent with Oregon Statewide Planning Goals 1,5,9 and 10. This conclusion is based on: 1) <br />the relatively minor impact (through restrictions of land use) that wetland designation changes <br />will have on the overall supply of industrial, commercial and residential land, 2) the fact that <br />these minor impacts will not prohibit or significantly interfere with meeting the projected twenty- <br />year buildable land demands as it is indicated in each of the inventory reports noted above, 3) the <br />abundant opportunities provided for citizen involvement throughout the planning process and 4) <br />approval of these amendments by the Oregon Division of State Lands as amendments to the West <br />Eugene Wetland Conservation Plan.
