<br />primarily on consistency with the goals and policies in the Metropolitan Area General Plan and <br />the West Eugene Wetlands Plan. Most of the Utility Corridor sites were identified based upon <br />information submitted to the City following the Planning Commission review. These new Utility <br />Corridor sites have either been added to an existing proposed amendment, or given a new <br />amendment number (a number followed by a letter). <br /> <br />A. Background Information <br /> <br />In the text below, each amendment will be referred to by number only, as numbered in Exhibit A. <br /> <br />Exhibit A contains maps showing the proposed amendments. Exhibit A also describes in <br />narrative form the proposed changes to the wetland designations map. These items are numbered <br />and listed in Exhibit A in alpha-numeric order by site name. The numbers assigned to each <br />amendment are the same as those used throughout the amendment process since 1996. New sites <br />and some of the newly identified Utility Corridor amendments have been given site labels with a <br />number followed by a letter (e.g., 39a). <br /> <br />B. Analysis of Proposed Amendments Against Approval Criteria <br /> <br />Section 9.145 of the Eugene Code gives the criteria used to determine whether a proposed plan <br />amendment should be approved or not. The proposed amendments must be consistent with the <br />criteria in section 9.145 to be approved. <br /> <br />Section 9.14S (2) "The planning commission shall review the proposed amendment <br />and receive evidence, and decide whether the proposed change is consistent with the <br />following approval criteria: (a) The plan amendment is consistent with the <br />Metropolitan Area General Plan;" <br /> <br />Findings: <br /> <br />The Metropolitan Plan (Metro Plan) diagram designates the affected properties for <br />a variety of land uses including heavy industrial, light-medium industrial, special <br />light industrial, commercial, high density residential, medium density residential, <br />low density residential and agriculture. Metropolitan Plan designations for each <br />affected tax lot are given in a separate document entitled "Affected Properties (all <br />ordinances)." Where apparent conflicts exist between Metro Plan policy and the <br />Metro Plan diagram, the text prevails. The analysis here relies primarily on the <br />text of the Metro Plan. <br /> <br />Eighteen of these proposed amendments would designate all or a portion of a site <br />for Protection or Restoration.
