<br />I. General Findings For All Sites In This Ordinance <br /> <br />These findings apply to all of the amendments in the accompanying ordinance. Additional <br />findings on specific site amendments are included under Sections II and III of this document. In <br />the analysis below, the sites are first analyzed against West Eugene Wetlands Plan (WEWP) <br />criteria wetlands designation. These criteria were adopted by the Eugene City Council on <br />October 11, 1999 and by the Lane County Board of Commissioners on November 23, 1999. <br />These criteria for designation of wetlands were analyzed for consistency with all applicable <br />policies from the Metropolitan Area General Plan as well as the remaining policies of the WEWP <br />at the time of adoption. Therefore, site designations that are consistent with these criteria are <br />considered consistent with the Metro Plan and WEWP policies as well. Even though <br />demonstration of consistency with the WEWP criteria would be sufficient to establish <br />consistency with the Metro Plan and remaining WEWP policies, this document also includes a <br />general analysis of the sites against the Metro Plan and remaining WEWP policies themselves. <br /> <br />With the exception of site HG (Hyundai) and a portion of site H2 (the Eugene Speedway <br />property), summary tables for all sites for which amendments are proposed are included in <br />Exhibit C, showing how each site meets the standards and criteria for Protection, Development <br />and Restoration. Sites HG and H2 are addressed in separate ordinances. They are referred to in <br />this discussion only generally and only where necessary to describe or quantify the cumulative <br />impacts of all of the proposed amendments. Since the site specific amendments for the Hyundai <br />and Speedway sites have not been adopted, the distribution of wetland acres among the wetland <br />designation categories is not known. The amendment for the remaining (i.e., not part of the <br />Speedway property) portion of site H2 has been re-numbered as Amendment 47a, and it is <br />included in this ordinance. <br /> <br />This ordinance includes three new sites (C8, E2e and EG) that were not included in the previous <br />recommendations from the Eugene and Lane County Planning Commissions. These sites were <br />either mapped or restored to wetland after the Planning Commission review was completed. <br /> <br />Three site amendments (Amendments 15, 16, and a portion of 48) recommended by the Eugene <br />and Lane County Planning Commissions are not included here. These sites are sites currently <br />designated for Protection in the WEWP, and based upon staff recommendations after analyzing <br />the sites under the new wetland designation criteria, we conclude that there is not sufficient <br />reason to re-designate them. <br /> <br />These amendments also include sites or portions of sites proposed for either the Planned <br />Transportation Corridor designation or the Utility Corridor designation. Both of these <br />designations are protective designations, and are considered "Conservation" designations under <br />the state rules for Wetland Conservation Plans. This means that they allow somewhat wider uses <br />than the Protection designation. These designations do not have their own criteria because they <br />are intended to be applied to protected wetlands or wetlands that (1) would otherwise be <br />protected, and (2) either contain existing utilities or were previously identified for planned <br />transportation improvements.
