<br />Of the 111.3 acres in the above table, 87.8 acres (79%) are owned by public <br />agencies or non-profit conservation organizations, and are managed for wetland <br />protection and restoration. The 87.8 acres of publicly owned land that are <br />proposed for a protective designation will have no impact on private property <br />owners. Some additional acres are governed by conservation easements required <br />by state/federal wetland fill permits and are, therefore, not part of the buildable <br />land base. Table 1 does not include the Hyundai site (site HG) or the Speedway <br />site (portion of H2), since these sites are addressed in separate ordinances, which <br />have not been adopted. <br /> <br />The impacts to the availability of developable land are spread across many <br />categories of land use type. Taken in total, the impacts to each category are not <br />significant for the Metro Plan area as a whole. The thrust of the West Eugene <br />Wetlands Plan has been to attempt to balance development within wetland areas <br />with protection of the most valuable wetlands, and to replace lost wetlands <br />through mitigation. This approach is continued by these amendments. <br />Furthermore, this approach is supported by Metro Plan policies listed below, <br />which call for both protection of wetlands and maintaining adequate land for <br />development. The process of designating wetlands for Protection and <br />Development is, in part, directed by state and federal laws, which set forth <br />guidelines for determining whether a given wetland can be filled and developed. <br />Within this regulatory context, the proposed amendments are appropriate and <br />consistent with Metro Plan policy. <br /> <br />The West Eugene Wetlands Plan proposes Metro Plan diagram amendments for <br />sites designated for Protection following acquisition by one of the West Eugene <br />Wetlands Program partners (the City, BLM, and the Nature Conservancy). These <br />amendments will be pursued following adoption of the present wetland plan <br />amendments for all sites designated for Protection in the Plan. These future Metro <br />Plan amendments will help the diagrams of the two plans to be more closely <br />aligned. <br /> <br />1. Metro Plan Policies <br /> <br />This section analyzes the sites against applicable goals and policies of the <br />Metropolitan Area General Plan. Listed below are Metro Plan policies used in the <br />analysis of the amendments in the March 19, 1996 staff report to the planning <br />commissions. These are all of the Metro Plan policies we believe apply to this <br />refinement plan amendment proceeding.
