<br />education and skill of the resident labor force."

<br />The proposed amendments numbered 6 (portion), 11,24,26,27,28,29,30,32,
<br />33, 34, 35, 36, 38, 39, 40, 42 (portion), 42a, 43, 45, 50 and 54 involve
<br />designating wetlands for Development that have a Metro Plan designation for
<br />industrial use (approximately 57 acres). Of these amendments, 18 out of22 affect
<br />privately owned property. By designating wetlands for Development on a
<br />majority of privately owned sites, these designations would "demonstrate a
<br />positive interest" in industrial development on these sites.

<br />Twelve proposed amendments (amendments 2, 4, 6, 7, 8, 21, 25, 33, 37, 39a, 41,
<br />42) would designate wetlands for Protection or Restoration on industria1land (a
<br />total of65 acres).I!INine of these sites (amendments 6,7,8,25,33,37, 39a, 41, 42)
<br />are partly or wholly in public ownership (50 acres).
<br />
<br />These changes will not have a substantial negative impact on the overall
<br />development of industrial land in the area, especially given that these are wetland
<br />areas regulated by state and federal law. Each site included in the amendments
<br />was carefully weighed against criteria for Protection and Development, and for
<br />these twelve sites, natural resource values were judged to outweigh development
<br />values.
<br />
<br />By designating a majority of the privately owned sites for Development and a
<br />majority of the publicly owned sites for Protection, these amendments
<br />demonstrate a "positive interest" in industrial development, and, therefore, these
<br />amendments are consistent with Policy 1.
<br />
<br />Policy 5, page III-B-5: "Provide existing industrial activities sufficient
<br />adjacent land for future expansion."
<br />
<br />Sixteen amendments (numbered 24,26,27,28,29,32,33,38 (portion), 39
<br />(portion), 40, 42 (portion), 42a, 43, 44, 45, 50 and 54 (portion)) would designate
<br />wetlands for Development that are adjacent to existing industrial development.
<br />These sites could potentially pro:vide land for expansion of those developments.
<br />Five proposed amendments would designate land next to or near existing
<br />industrial development (numbers 25,37,38,42 (portion) and 49) for Protection or
<br />Restoration. These five amendments would not have a substantial impact on the
<br />supply of industrial land in the west Eugene area. Of the 23 sites next to or near
<br />existing industrial development, 17 would be designated wholly or in part for
<br />Development. By designating a majority of the wetlands adjacent to existing
<br />industrial development for Development, these amendments are consistent with
<br />Policy 5.
