<br />study of endangered plants and animals. The sites with the most significant <br />habitat for rare plants and animals (amendments 6, 7, 8, 9, 37, 38, 39a, 41, 49, 51, <br />55 and 56) are proposed to be designated for Protection, as are the sites with the <br />most significant rare plant populations (amendments 6, 7, 8, and 9). These are <br />primarily sites with wet prairie habitat and habitat for the Fender's blue butterfly. <br />The Protection site designations will help ensure that rare plant populations are <br />available for study throughout the Plan area, and are therefore consistent with this <br />policy. Two sites with disturbed wet prairie habitat are proposed for a <br />Development designation, while portions of two other sites with wet prairie are <br />proposed for Development. <br /> <br />Policy 28, page III-C-l 0: "Local governments shall protect endangered and <br />threatened plant and wildlife species, as recognized on a legally adopted <br />statewide list, after notice and opportunity for public input." <br /> <br />There are three plant species known to occur in the Plan area that are listed as <br />threatened or endangered by the State of Oregon: Lomatium bradshawii <br />(Bradshaw's desert parsley), Aster curtus (white-topped aster) and Erigeron <br />decumbens var. decumbens (Willamette daisy). The occurrence of these species on <br />sites considered in this amendment package is summarized in Table 2 below. In <br />this table, "PTC" stands for the Planned Transportation Corridor designation.
