<br />Policy 18, page III-B-6: "Encourage the development of transportation <br />facilities which would improve access to industrial and commercial areas <br />and improve freight movement capabilities by implementing the policies <br />and projects in the Eugene-Springfield Metropolitan Area Transportation <br />Plan (TransPlan)..." <br /> <br />Proposed amendments numbered 2, 6, 9, 17, 18, 19, 21, 22, 37, 38, 41, 46 and 51 <br />would designate all or a portion of a wetland site for "Planned Transportation <br />Corridor" (total of 8.4 acres). This designation would make this Plan consistent <br />with TransPlan priorities for construction of new streets and improvements to <br />existing streets. These sites all occur within an area primarily designated for <br />industrial use in the Metro Plan, and these amendments would facilitate needed <br />transportation improvements, which is consistent with the above policy. <br /> <br />Policy 18, page III-C-9: "Local governments shall develop plans and <br />programs which carefully manage development on hillsides and in water <br />bodies and restrict development in wetlands in order to protect the scenic <br />quality, surface water and groundwater quality, forest values, vegetation, <br />and wildlife values of those areas. <br /> <br />Proposed amendments numbered 1,4,6 (portion), 7, 8, 9, 20, 21, 25, 27a, 37, 38, <br />39a, 41, 42 (portion), 49, 51, 55 and 56 involve designating wetlands for <br />Protection and Restoration (a total of 111.5 acres), which will prevent those <br />valuable wetland areas from being developed. By protecting wildlife habitat, <br />water quality and vegetation on these sites, these proposed amendments are <br />consistent with the above policy. . <br /> <br />Policy 19, page III-C-9: "Local governments shall develop policies and <br />local controls for protection and management of wetland areas by <br />completion of the next Metro Plan Update." <br /> <br />The West Eugene Wetlands Plan, which contains policies and local land use <br />controls for wetlands in west Eugene, was adopted in 1992. The current proposed <br />amendments will update the 1992 Plan. The proposed text amendments do not <br />affect policies which prescribe the primary wetland protection measures to be <br />implemented: wetland acquisition, wetland buffers and waterside setbacks. The <br />proposed amendments would increase the area of wetlands designated for <br />Protection or Restoration. <br /> <br />Policy 27, page III-C-I0: "Local governments shall encourage further <br />study by specialists of endangered and threatened plant and wildlife <br />species in the metropolitan area." <br /> <br />The amendments that designate sites do not directly encourage or discourage <br /> <br />Multiple Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 7 <br />
