<br />not been adopted. <br /> <br />Summary Conclusions: Metro Plan Consistency <br /> <br />The findings above indicate that the proposed amendments are consistent with all applicable <br />Metro Plan policy. (See also Table 3, Consistency with Approval Criteria, on page 15 of this <br />document). <br /> <br />Section 9.14S(2)(b) "The plan amendment is consistent with remaining <br />portions of the refinement plan;" <br /> <br />2. West Eugene Wetlands Plan Goals <br /> <br />The West Eugene Wetlands Plan contains the following applicable Goals (related <br />findings follow each Goal): <br /> <br />Goal 3.1 <br /> <br />"Protect and enhance water quality, wildlife habitat, flood storage <br />sediment and toxicant removal and other wetland functions and values." <br /> <br />The proposed amendments add to the area of protected wetlands, and do not <br />remove or change any of the protection measures prescribed in existing plan. <br />Proposed amendments numbered 1,3,6 (portion), 7, 8, 9, 11,20,21,25, 37,41, <br />42 (portion), 49,51,55 and 56 involve designating wetlands for Protection and <br />Restoration (111.5 acres), which will prevent those valuable wetland areas from <br />being developed. Protection of these wetland sites will contribute to the <br />protection and enhancement of water quality, habitat, and other wetland values, <br />and is therefore consistent with Goal 3.1. <br /> <br />Goal 3.2 <br /> <br />"Minimize economic hardship on private property owners due to <br />protection of wetlands and other valuable environmental resources." <br /> <br />The proposed amendments aim to protect the most valuable wetlands, while <br />allowing development on lower value, disturbed, isolated wetlands. Allowing this <br />development lessens the overall adverse economic impact of wetlands in the study <br />area. The thirty-three amendments (numbered 6 (portion), 9, 10, 11,24,26,27, <br />28, 29, 30, 32, 33, 34, 35, 36, 38, 39,40,42 (portion), 42a, 43, 44, 45, 47a, 48, 49, <br />(portion), 50 (portion), 51, 53, 54, 57, 58 and 59) involve designating wetlands for <br />Development. Allowing development on these wetlands will reduce impacts to <br />the buildable land supply and thereby reduce hardship on land owners.
