<br />Amendments to the West Eugene Wetlands Plan that were adopted by Eugene and <br />Lane County in 1999 included adoption of a list of rare plants and animals. Rare <br />plants on the list are: Lomatium bradshawii (Bradshaw's desert parsley), <br />Erigeron decumbens var. decumbens (Willamette Valley daisy), Aster curtus <br />(white-topped aster), Lupinus sulphureus (Kincaid's lupine), Horkelia congesta <br />(shaggy horkelia) and Cicendia quadrangularis (timwort). <br /> <br />Table 2 above shows sites affected by proposed amendments that contain a state- <br />listed rare plant species. There is one additional site (II, which is not in that table, <br />because the plant is not state-listed) affected by the proposed amendments known <br />to contain a non-listed "rare" plant. This site contains a population of timwort. <br />The site is proposed for a Development designation in amendment #54. The <br />analysis of this site under the adopted criteria for wetland designation concludes <br />that development values outweigh wetland values on this site. <br /> <br />Goal 3.6 "Achieve state and federal requirement of "no net loss" of wetlands in <br />both quantity (area) and quality (functions and values)." <br /> <br />The West Eugene Wetlands Plan addresses the "no net loss" policy through <br />protection of valuable wetlands and the restoration of degraded wetlands to <br />replace those that are filled. This approach is not changed by the proposed <br />amendments. <br /> <br />Goal 3.7 Protect an interconnected system of wetlands within a sustainable, <br />ecologically sound system, with a high likelihood of long-term survival. <br /> <br />The proposed amendments add to the existing interconnected system of wetlands <br />by designating two wetland sites adjacent to Amazon Creek for Protection (site <br />1A--amendment number 55, and site 1B-- amendment number 56.) None of the <br />proposed amendments would have the effect of further fragmenting the existing <br />system of protected wetlands. <br /> <br />3. West Eugene Wetlands Plan Policies <br /> <br />The West Eugene Wetlands Plan criteria for designating jurisdictional wetlands are applied to <br />each site in the matrices at the end of this exhibit. This discussion addresses the following <br />additional applicable policies in the WEWP (related findings follow each policy): <br /> <br />Policy 3.1 "Seek acquisition of protected wetland sites by federal, state and local <br />public agencies and private, non-profit conservation organizations." <br /> <br />The proposed amendments do not affect the on-going efforts of the West Eugene <br />Wetlands Program to acquire wetlands designated for Development in the Plan. <br />The amendments do add additional sites to the protection category that will, if <br /> <br />Multiple Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 12 <br />
