Site <br />contains indigenous wet prairie habitat. This criterion is intended to <br />apply to areas of wet prairie habitat that are large or of moderate to high <br />quality. <br /> <br />This site contains disturbed pasture. Although scattered individuals of wet prairie plant <br />species are found on the site, the wet prairie plant community is not found on this site. <br />Therefore, this site does not meet this criterion. <br /> <br />Development <br /> <br />Standard <br />1. The site shall be designated for development if, at the time of designation <br />of the site in the West Eugene Wetlands Plan, it has a valid, approved <br />wetland impact permit from the Oregon Division of State Lands and the <br />us. Army Corps of Engineers. <br /> <br />This site does not have an approved permit or environmental impact statement, and, <br />therefore, does not meet this standard. <br /> <br />Criteria <br />1. Site is relatively isolated or disconnected from the larger system of <br />wetlands and waterways. <br /> <br />This site is next to and hydrologically connected to protected wetlands to the south, and, <br />therefore, does not meet this criterion. <br /> <br />2. Site is served by existing streets, roads, sanitary sewers and municipal <br />water. <br /> <br />This site is served by streets and roads, but not sanitary sewers or municipal water. <br />Although the use proposed by EWEB for this site does not require either of the urban <br />services that are lacking, the site does not meet this criterion as written. <br /> <br />3. Site is adjacent to or surrounded by existing development. <br /> <br />There is no adjacent existing development, and, therefore, this site does not meet this <br />criterion. <br /> <br />4.
