<br />This site has frontage on Greenhill Road, which functions as an arterial between West <br />11 th Avenue and the airport, therefore this site meets this criterion. <br /> <br />5. Site has unique characteristics which make it of special importance to the <br />economic development of West Eugene, and allowing development of site <br />would further the goals and objectives of the West Eugene Wetlands Plan. <br /> <br />This site is situated at the intersection point of an existing power line corridor and <br />Greenhill Road, along which a future power line is proposed. EWEB has planned for a <br />substation at this site for 18 years, to serve future development in West Eugene. <br />Construction at this site would be less costly than on other nearby sites that are not <br />immediately adjacent to Greenhill Road because of additional power line extensions that <br />would be required from the Greenhill lines. This substation would provide service to <br />development throughout the west Eugene area. These characteristics make this site of <br />special importance to the overall economic development of West Eugene. <br /> <br />6. Site characteristics, including size, location and surrounding uses and <br />activities are such that there exists a high probability that the site cannot <br />be protected in perpetuity through the West Eugene Wetlands Program. <br /> <br />This site is contiguous with a large protected wetland area to the south and is adjacent to <br />wetlands on all four sides. Currently there are no adjacent land uses that have adverse <br />impacts on the site. Large-scale development in the immediate future is unlikely because <br />urban services have not been extended to this area, which is outside the urban growth <br />boundary. Taken together, the location and surrounding uses are such that this site could <br />be protected in perpetuity, and therefore the site does not meet this criterion. <br /> <br />Restoration <br /> <br />Standard <br />1. Any site or portion of a site that is providing compensatory wetland mitigation <br />as part of an approved state or federal wetland fill permit shall be designated for <br />restoration. <br /> <br />This site is not currently providing wetland mitigation for a permitted fill, and therefore <br />does not meet this standard. <br /> <br />Criteria <br />1. Site contains hydriC soils. <br /> <br />The entire site contains hydric soils, and therefore this site meets this criterion. <br /> <br />2.
