<br />3 Wetland Hydrology Yes <br />4 Lacks Infrastructure Yes <br />5 Larger than 15 acres or contiguous with No <br /> protected waterway <br />Total Restoration Criteria Met (out of S) 4 <br /> <br />The EWEB site has low values for both Protection and Development criteria, but meets <br />four out of five Restoration criteria. In recent re-mapping of the wetlands on this site, <br />only a small percentage was shown to be jurisdictional wetland. According to the new <br />wetland delineation mapping, approximately half (0.09 acre) of the wetlands are <br />concentrated in the eastern 75 feet of the site. Approximately 0.09 acre of wetland is <br />scattered throughout the western 175 feet of the site (see figures 1 and 2, attached). If this <br />eastern area were allowed to be developed, it could accommodate a smaller substation <br />facility, while preserving 50% of the wetlands and allowing space for on-site mitigation <br />to replace the wetlands displaced by the substation (see figure 2, attached). This <br />designation is supported by several characteristics of this site: 1) no wet prairie habitat or <br />other moderate to high quality wetland habitat exists on the site, 2) the amount of wetland <br />impact would be extremely small (0.09 acre) and 3) there is enough suitable land in the <br />eastern portion of the site to accommodate mitigation for all wetland impacts on-site. <br />The designation incorporates the Planned Transportation Corridor designation for <br />wetlands within 20 feet of the eastern property line, along Greenhill Road, which would <br />only impact 0.007 acre of wetland along the eastern edge of the site. <br /> <br />B. Consistency of Proposed Designations for the proposed EWEB Substation <br />Site with Approval Criteria for Refinement Plan Amendments <br /> <br />Section 9.145(2) of the Eugene Code gives the criteria used to determine whether a <br />proposed plan amendment should be approved or not. The proposed amendments must <br />be consistent with the criteria in section 9.145(2) to be approved. The analysis below <br />considers the planning commission recommendation to designate the western 0.09 acres <br />of wetland for Development and retain the Restoration designation on the remainder of <br />the wetlands. <br /> <br />Section 9.14S (2) "The planning commission shall review the proposed amendment <br />and receive evidence, and decide whether the proposed change is consistent with the <br />following approval criteria: (a) The plan amendment is consistent with the <br />Metropolitan Area General Plan;" <br /> <br />1.
